Some breakthrough in some Issue is made the information i s zealously guarded As top secret. But still somehow the information manages to filter Down to the general membership in the form of rumours Ano distorted facts. The result is usually irate teachers wanting to Fonow what s really happening and where it s All at. Multiply this problem fifty fold be cause there Are approximately that Many local Divi Sions and districts in the province involved in separate negotiations and one can Only imagine the result ing general contusion among teachers in Manitoba. This weakness alone should the participants in this be enough to persuade people scenario Are local teachers Tilting committee for Iny local division teachers association. This year i was left out in order that new life and new vigor might be injected into the proceedings. As a result of my experience 1 would like to make the following observations and recommendations in the Hope that these May convinced people concerned to take a new and More enlightened approach to salary negotiations. At the local level the process of negotiations takes the form of a series of proposals and counter proposals periodically interrupted by verbal exchanges which at times Are somewhat less than flattering. Who represent the local membership and represent a t i v e s of school Board members usually the Secre tary treasurer and a re source person from Mast. Though the word used to describe this activity is be i feel that the word confrontations would More accurately describe goes on. The reason for this conclusion is that it has been my experience that no matter How sensible an argument sounds there seems to be a phobia on either Side to ack knowledge the argument As such. Instead one can sense the feverish activity in the minds of the opposition in an Effort to contrive an on the spot counter argument. At the same time most of the participants themselves do not feel comfortable Dur ing the proceedings because the Only preparation they have had is whatever Rele vant information they have been successful in gleaning from press publications and whatever further information has been provided to them by the Central its for the that the entire method of negotiations should at least be renewed. A More formidable and convincing reason Why a change is required now is the question of time and financing. With respect to the former time much of it i s spent preparing Brief after Brief and attending meeting after meeting. This time could be better spent by teachers doing the professional tasks which they were hired to do that is Mark papers and prepare lessons. With respect to financing the Cost of negotiating at the local level is increasing. For example whereas last year almost was spent at reaching Aji agreement this year that amount will be in to close to the Jeason is that the Cost of arbitration hearings will As of thu s year have to be shouldered by the local association. Multiplying this sum by the approximate 50 or so local associations who May or May not reach arbitration in their bargaining process the total Bill for salary to nations this year could reach what in the final analysis what actually happens is that one division reaches a settlement Early in the bargaining year and that settlement deter mines the salary increase for All other divisions. Subsequent settlements in terms of salary Are All basically the same give or take one half of one per cent. Understand b 1 y special consideration must be Given to teachers in Remote areas who Are either catching up or Are compensated for the higher Cost of living associated with those areas. What do i suggest to re place this out dated time con suming and expensive sys tem of negotiating nothing startling. Merely a system which has been suggested Many times before but unfortunately its time for acceptance had not arrived. 1 say that such a time has arrived. I m sure that teachers Are ready to accept a More centralized method of negotiating. The time is Ripe now to let our More Able and expert members of our Central its organization to sit with the negotiating experts of Mast and hash out an agreement for All Manitoba teachers. To list the advantages of this system would be superfluous. Some people May argue that there Are certain mat ters of local concern which can Only be settled locally since it would be virtually impossible for a province wide negotiating committee to Deal with them. This is a Good Point however there Are other ways of solving local problems. It is a fact that anything formally written in a collective agreement is at Best subject to disputes in interpretation. This weakness has resulted in much ill will in the past Between teachers and trustees not to speak of the tremendous loss of time and Money. Much time is letters Etc., and much Money is wasted when solicitors Are appointed for interpretation and consultation purposes. A much More effective svs Tern would be to establish divisional Liaison committees composed of Board members superintendents and designated teachers with Powers to Deal effectively and conclusively with any and All local matters be they educational in nature or matters affecting teacher working conditions. Verbal exchanges on a Reg ular basis among those representatives in the Liaison committee carried out in a spirit of Mutual respect and sensitivity would be conducive to better teacher trus tee relationship and to Mutu ally acceptable solutions to All local problems. With respect to the current round of negotiation i Sug Gest that the recent prices and wages control guidelines As proposed by our Federal government be adopted As a Good and fair settlement for All teachers in Mani Toba. The truth of the matter is that unless someone takes the Lead or sets the example to implement this federally sponsored plan the blame for the predicted disastrous economic consequences for the nation must be shared by All. It is very easy to be cynical about any plan contrived by Man nevertheless it pro Vides a splendid Opportunity for the teachers to show the Public that we Are worthy of the title teacher the dictionary defines teach As such a to cause to know a subject b to cause to know How c to accustom to some action or attitude d to make to know the disagreeable consequences of some action e to impart by Precept exam pie or experience Etc., Etc. This letter collectively contains some of our perception As parents whose children Are going to be involved in the subject course and at the same time underscores the concept of democracy at a time when such support is needed the parents of the ninth graders together with the staff at Darwin Junior High have met several times recently to set ii a positive informative practical life skills program. A Good turnout of parents came to the first meeting at the end of september to Dis cuss whether or not we wanted such a program for our sons and daughters. Inhibitions were brought up re g a r d i n g rumours of what some sectors thought was the essence the course. Or. Millman who teaches the boys and mrs. Smith who works with the girls in be p a r a t e classes explained selves in someone else s Posi Tion it can Only be advantageous in our family relationships. Role playing had been used quite effectively to help the students understand How the other Side of a Given situation might feel and the reasons for resultant action. Personal decision Mak How decisions Are made factors which affect decisions. 6. Accepting the consequences for our actions. 7. Effective communication with others. 8. Counselling for the future educational Voca to onal. In some of the areas of the program we Are anticipating Active involvement by parents such As vocational experience Etc. We appreciate the Opportunity of being Able to work to Gether with the staff at Dar win school in an attempt to augment the training via third party approach which we Are trying to give our children in preparation for life by Way of a life skills program. Incidentally he is unwittingly debasing the currency dragging every body with him Down into the mire. I doubt if anybody has been Able to determine whether initially the Cost of living drive was a Psychol g i c 1, Phenomena or the Start of a deliberate attempt to dilute the National debt which it is now in the process of doing. In any event in the Early stages it made Little Dif Ference the increases being so Small whether you added your imagined Cost or you multiplied that Cost in accordance with the Standard you had attained in life. But when one Cost is added to the other person s Cost a vicious upward spiral is created that cannot be re versed or radically modified without dictatorial action alien our democratic sys tem and this spiral could be a continuing situation.
