Dele Gates to a conference on criminal Justice agreed Fri Day that prisoners in Canad a n institutions should be Given r i s h t s. But they could t reach a consensus on How far those rights should go. Norm Larson a Legal Aid of Manitoba research and education director told a con Ference workshop on prison ers1 rights that inmates have the same privileges As All Canadian citizens with the exception of being Able to vote or run for Public office. Nevertheless administrators of the Justice system often Don t allow inmates to exer Cise their rights he said. A convicted criminal should be told Why he is being sent to prison whether it be for deterrence rehabilitation or another reason or. Larson said. And a prisoner should also have the right to say he wants to be punished and then released rather than being placed on a supervised probation which May carry difficult conditions he m said. In defending the rights of people awaiting trial or. Larson said the conditions in Winnipeg s Public safety building Are worse than conditions in Stony Mountain Penitentiary or heading Ley correctional institution. No rules Are posted in the build ing and visiting hours seem to be left to the discretion of the officers on duty he said. The situation is perhaps worse in the United states where in 17 of the 50 states people serving life imprison ment sentences Are consid ered legally dead he said. Their Are dissolved and they Are stripped of All their rights he said. Former Manitoba High ways minister Joe Borowski said the rights of people in society As a whole should be examined before institutions Are criticized. He said men in Northern mining communities live under worse conditions than Are found in the Public safety building or some penitentiaries. Or. Borowski also said Trade unionists were denied rights by not being allowed to organize unions on the Job. Once you walked into the Plant you gave up your rights for the next eight he said. Cui mings Reid a corrections officer Ai heading Ley said All prisoners Are Given a pamphlet outlining the institutions s rules when they arrive. He said inmates have full rights which they can exercise by going through the proper channels of the prison. It takes just one inmate out of 300 to disrupt an institution and create a feeling of animosity Between guards and prisoners he said. Or. Reid said charges that prison guards use excessive Force in dealing with inmates Are unjustified. Or. Larson said it would help the entire Justice sys tem if judges knew More about the institutions where they Send convicted Crimi nals. A judge will often Send someone to prison and re commend the criminal receive psychiatric attention without knowing the institution in t properly equipped to handle such treatment he said. An official of Stony Moun Tain at the conference said the institution has one psychiatrist for about 530 prison ers. Leaders begin to feel at ease Toronto up after a month of dealing in a minority legislature leaders of All three parties say they Are beginning to feel comfortable with the situation. But Ontario voters could still find themselves facing an election in 197c. Sources close to opposition Leader Stephen Lewis and Liberal Leader Robert Nixon say they Are not optimistic that the minority progressive conservative government elected sept. 18, will last through 1976. That could mean an election this Spring some time Afler treasurer Darcy Mckeough brings in his budget or possibly in the fall. Nobody should make any assumptions that it the legislature will last one new Democrat said. The 38 new democrats and liberals could Combine to Force an election on the 51 tories at any time but no one expects it to happen during the remainder of this session. The House will adjourn next month and is Likely to re sume in february. When or. Mckeough is expected to bring in his budget. Sources close to the government Are not ruling out the possibility that the House could be recalled for an Emer gency session in Early january if the strike of metropolitan Toronto High school teachers in t settled. Some sources close to Premier Davis say he will not let the strike go on much longer and will introduce compulsory arbitration if the strike is not settled by the time the students finish their Christmas break. Despite the Pitfalls of minority government the leaders of the three parties Are known to be satisfied with the Way the system has worked so far. Or. Davis is particularly satisfied with the Way government backbench ers have involved themselves in the parliamentary process As never before sources say. He is determined to make the minority situation work for As Long As possible because party polls Are said to show that the people of Ontario Don t want a Quick elec Tion. At the same time he warned against taking amendments too far and insisted the pro t e c t i o n of society always takes precedence Over rehabilitation of offenders. Or. Wolliams who was addressing delegates to a conference on criminal jus Tice sponsored by the Mani Toba criminology society and the National parole service said White Collar crimes Are often More serious than crimes of violence. The cold dry ail diverted Snow away from the City until Early Friday when flurries started to fall on Winnipeg. The Friday flurries appear to be the beginning of this Winter s Snow pack which is off to a late Start. Normally by nov. 23 the Snow cover has arrived to stay for the Winter although last year it missed Winnipeg until dec. 15. This november s Snow fall up to Friday evening totalled Only 1.3 pm. Another 20 pm would bring snowfall to the Normal 21.3 pm for november. November temperatures ran Well above Normal until this week. Daily maximum temperatures averaged 4.2 degrees celsius compared with the Normal of minus .50 a record breaking warm spell came to Winnipeg nov. 4, 5 and 6. Temperatures Rose nov. 5 to 23.9c the highest temperature recorded in any november since 1872. Conditions changed drastically this week As the Cool ing trend lowered tempera Tures to minus 20c Early monday. Sunny skies failed to warm the air above minus Ioc. Tuesday was the coldest Day with a minimum of minus 21c As the coldest air began to move eastward. The Arctic air mass moved wednesday to Ontario and slightly Milder weather came to Winnipeg. Readings wednesday ranged from minus 18 up to minus 7c. Thursday readings Rose from minus 14 to minus 6c As a Low pressure system Over Central United states circulated a moist southerly flow Over Manitoba. Moist air clouded the skies and spread Snow flurries Over the City. The Outlook for the next few Days indicates a Blus Tery snowy weekend As the weather system moves North eastward. Temperatures Are expected to average six de grees1 below Normal. Normally november ends with temperatures averaging from overnight lows of minus 7c. The warmest nov. 30 occurred in 1968 with a maximum of 9c the coldest was in 1876 with a minimum of minus 36c.
