There Are Many reasons for this the secretiveness of so Viet society the traditional and today senseless spy mania the wish to Bluff that is to give the impression of greater Stern Ali than one actually the desire to gain the advantage of sur prise. One May Well be apprehensive that unilateral disarmament by the West would not encounter a reciprocal response and this would create a dangerous disturbance the existing nuclear balance. I am convinced that any agreements that would have a real and not merely sym. Bolic must in clude one. As a first stage be fore a total Bah on offensive thermonuclear missiles a sufficiently Low limit with parity in terms of the Over All capacity of the warheads on the delivery systems of strategic thermonuclear War Heads. This formulation pre supposes that the maximum Over All capacity of warheads deployed on strategic Deli very systems be fixed at the same level for the .s.h., and the United states also and most important that the limit be sufficiently Low so that even if All the War Heads hit the enemy s cities Only a fraction of the build Ings would be destroyed and Only a Small part of the population would be wiled.
