Wilson pc Leader candidates offer a wide Choice Yule Star called a Comet Ottawa politics Are filled with a higher than average level fit vagaries when two former liberals must be placed in the Small group of contenders for the Leader ship of the conservative party who Are to be taken seriously. They Are of course Paul Hellyer and Claude Wagner. The former was for years an increasingly powerful member of Liber Al governments on the National scene. The latter was for a much Shorter period attorney general of Quebec in Jean Lesage s government. Both men were Al one time serious contenders for the leadership of their original party. Now it seems reasonable to place them among the group of conservative con tenders who will survive the Early Elimina Tion Voles that will bring the ranks of the hopefuls Down to the group from which the next tory Leader will be chosen. My own belief is that the others in that group will be Flora Macdonald Sinclair Stevens and Jack Horner. Brian Mulroney and James Gillies Are serious enough men but it seems doubtful if either possesses the Basic support necessary to survive the elimination rounds in the voting. Both of the sex liberals Are in fact conservative men. Jack Horner is a classic conservative. Flora Macdonald is a red tory. Sinclair Stevens is usually thought of As in the Liberal segment of the party. Messes Ilell yer and Wagner could be at Home within a Broad spectrum Liberal party along with a Good Many others who were conservative at heart. Today it seems obvious that both men must be far More intellectually and emotionally comfortable in the conservative party than they would be in either the Federal or que liberals. It is easy to decry the Large Cumber of entrants in the Conte St for the conservative leadership because at least superficially it detracts from the seriousness of the occasion and lends itself to jibes about the tory Many of the entrants clearly have no Chance of anything except pub Lic attention and in Many cases mercifully Little of thai. But the situation Likely to prevail part Way through the balloting with a Small group of serious people still in real Conten Tion is an altogether different matter. If it becomes at that stage a question of the five candidates who seem most Likely now the party will be offered a genuine Range of Choice torn classic conservatism through to the opposite Side of the parly Call it Liberal progressive or what you will. That is of fundamental advantage to the conservative party and it seems to me to the country As Well. It is exceptionally difficult to predict How the leadership contest will turn out on the final ballot for two reasons. To Start with it is difficult to assess the comparative strengths of those five candidates against each other since none them is clearly dominant. It is just As hard to assess the relative strengths of the True and the progressive ones among the delegates. Party members sent to leadership conventions by their Fellows do not vote on ideology vote for a Winner if they think they see the ideological choices before the conservative convention will at any Rale be a bit More Clear Cut than they often Are. The conservatives May More Fortu Nate in their convention than seemed Possi ble even a few months ago. It is notoriously difficult for any party holding a Leader ship convention to keep much genuine at Tention centred on policy discussions. The usual result is that leaders Are not picked for their ability to live with and carry out party policy. That is usually worked out later on and it is generally constructed with an Eye to its acceptability to the new Leader. This time circumstances and Pierre Trudeau May have made things different for the conservatives. The controversy Over the prime minister s pre Christmas broadcasts dealing with the Economy and state intervention does not show much sign of dying Down. On the contrary there Are indications that still developing within the Liberal party and it clearly has produced some polarization among important segments of the Public. Since Many those who dislike the prime minister s approach must look to the conservatives rather than the new democrats As an alternative there is Likely to be a particularly High Lovel of Public inter est in the policy discussions that do take place at the tory convention. The state of the wage and Price control program should add to this interest in conservative views among those merely watching the Conven Tion and listening to the views of Leader ship contenders and others. The controls program suffers from the great liability at present that All of the vis Ible restraints Are being applied to wages not to prices. The anti inflation Board has rejected a series of proposed wage Settle ments As too High but it has not so far been seen to turn Down any Price in creases. Important elements affecting Liv ing costs Are in any Case outside its farm Gate Price of foods and rents. There Are regulations bearing on prices and profits but they Are extraordinarily Complex. Their operation is not visible now and is not Likely to be conspicuous in future whether or not it is effective. The outcome at this stage is that the government appears to have embarked on a one sided approach to the inflation prob Lem. This liability was inevitable when the government rejected the conservative proposal for a Short term freeze on both wages and prices valuable for its dramatic Impact the impression of even handedness and its time gaining feature.
