Up convicted murderer Donald Kelly surrendered today after what jail officials believe was a thwarted escape attempt late monday night from North Bay jail. Kelly 37, surrender at 6.45 . After isolating himself at 9.30 . Monday in a Corri Dor separated from the rest of the jail. Tony Celentano jail superintendent announced the surrender and said that a gun Kelly was believed to have armed himself with proved to be a toy pistol. It was a very realistic no tax cuts expected in Ottawa up finance minister Donald Macdonald brings Down his Erst budget tonight in the face of the twin problems of inflation and unemployment. Expected in it Are Mea sures to tighten anti inflation controls Over prices and to stimulate business invest ment but no major new Job creation programs. Macdonald will not risk fuelling it by freeing More spending Power. In effect the 44-year-old finance minister Likely will steer a Neutral course avoid ing new measures that might Over stimulate economic recovery now under Way. Or any marked restraint that would quickly bring Down the inflation rate. The budget statement is basically a state of the Economy message and an outline of How the government expects to raise the Money to meet its spending announced in main estimates this Spring. The government said in february it would spend billion in the financial year ending next March 31, up 16 per cent from a year earlier. Opposition critics Are look ing for budget measures to night to indicate tighter spending controls by the Federal departments. No new programs Are expected and the government Likely will rely upon a strength ening economic recovery to draw Down the current 7.4 per cent National jobless the highest in 15 years. As the jobless rate has risen critical attention has focused on unemployment insurance Benefit payments estimated to total billion in 1976. Some moves to tighten the program by extending to 12 or 15 weeks the current eight week qualifying period of work before benefits can be claimed or by other Mea sures Are expected. Ottawa s share of the Cost of Benefit payments jumped 91 per cent to billion in order to cover 1975 Benefit payments. Among options that have been suggested for controlling costs is integrating the unemployment insurance commis Sion and the manpower department to make sure unemployed people accept jobs for which they Are qualified. Lagging Busio Fiss invest ment in new production machinery is another area of concern. The budget could contain several measures to stimulate investment. Possibilities Are Extension of the five per cent tax credit now permitted for investment in manufacturing and natural resource industries relaxing anti inflation profit rules for companies that invest or both. While some changes in anti inflation rules concerning prices May be included to help firms making new in vestment the Over All tone of any such changes will be to tighten them Board officials say. The government apparently is concerned that controls Over wages Are seen As. More restrictive than those on prices and wants to give a higher profile to its Price controls. The Washington Post Washington the Fri has started an investigation of allegations by a woman who says she was paid a year in Public funds to serve As mistress of rep. Wayne l. Hays Democrat the probe was ordered by the United states Justice department after the washing ton Post in its sunday editions detailed the charges by the woman. Elizabeth Ray. She said that Hays chair Man of the committee of House administration had placed her in a staff with the oversight subcommittee in Exchange for sexual favors. Hays 65. Who has denied tic charges. Monday fired Ray from the subcommittee. He also issued a statement calling Ray a very sick Young woman and charged that the Washington Post has sought to ruin my con Gressional career for some in a phone conversation with a Post reporter on sat urday Hays said that he had never been in Ray s apart ment except once months however the manager of Ray s apartment House in Arlington told the Post Mon Day that Hays had visited Ray frequently at the apart ment building. Denise Ruffin 23, who was eight months pregnant was shot in the Abdomen sunday while trying to prevent four men from robbing and beat ing her Uncle police said. She was reported in fair condition. The Bullet went through the unborn baby s Chest and lodged in his right said a spokesman at St. Bernard Hospital. Hospital officials said they Are trying to reach mrs. Ruf Fin s husband who is reported is in the United states armed services. Police said two officers on patrol heard shots fired and saw a Man run from a build ing get in a car and drive away. The officers pursued and arrested the Man who carrying a .38-calibre gun which had been fired four tires. No charges were filed immediately. Kerr said Kelly after telling a guard he had a gun and isolating himself in the corridor asked to speak to Don Gauthier. A North Bay Nugget reporter. Or. Gauthier spent More than 3vi hours in the cell with Kelly. The reporter said he was scared at first but later he joked and swapped stories with Kelly. Or. Gauthier said Kelly told him that he planned to break out of jail monday night after sawing through a bar in his Security cell but the Gap was too narrow the Gap was too narrow. Or. Kerr termed the incident a thwarted escape at he perhaps thought he would have a hostage when he made the said or. Kerr. He said Kelly in Dis association cell separated from other prisoners. The other disassociation cells were empty at the time. He also said Kelly was under 24-hour watch the time of the incident. Or. Kerr said Kelly apparently demanded to be re moved from the disassociation cell and the removal of the 24-hour watch. Neither of those demands was acceded he said. Or. Kerr said jail officials agreed to Kelly s demands that there be no retaliation for his action that he would not lose his visiting privileges nor his letter writ ing or cigarette privileges. He said Kelly asked to see or. Gauthier at a later time which was also accepted. The ministry official said an inspector from the ministry s inspection and Stan Dards Branch will be going to the jail today to conduct an investigation t o determine How Kelly got the toy pistol. Kelly was sentenced april 23 to two concurrent terms of life imprisonment for the 1969 shooting deaths of Carol Mac Williams 20. And her brother in Law Jack Mac Wiliams 27. He is scheduled to appear in court wednesday on 28 other charges including abduction and unlawfully escaping custody. During his trial in april on charges of murder punishable by life imprisonment Kelly was described by Crown attorney John Greenwood As an emotional deranged thug. Milk decision coming thursday by John Sullivan free press staff writer a decision on last month s application by milk processors and producers seeking a raise of eight cents a quart in retail milk prices will be announced thursday by the Manitoba milk control Noaim. Board administrative Secretary Steve Dorey said tuesday a decision on the application has been made and will be announced at a press conference thursday morning in the City Centre hotel. A there s no toilet paper crisis at Sussex Avenue elementary school the Board of Edu cation says. The school s principal Herbert Johnson used bad judgment in ordering the rationing of toilet paper at the school a spokesman for the Board said monday night. The situation came to Light when Johnson earlier in the Day rejected a janitorial Supply firm s offer of Rolls of tissue. Melvin Hantman of Abram . Inc., the Supply firm said he was angered by a newspaper report that toilet paper was being rationed at the Sussex Avenue school on Johnson s orders. So Hantman said he loaded a truck with Rolls of toilet paper Ted tried to give them to the school. Johnson rejected the offer so Hantman said he gave the Rolls to passersby near the school. Tel Aviv blast kills 2 Tel Aviv a a suit Case exploded at Israel s Ben Gurion Airport today and officials said at least two per sons were killed by the blast. An unknown number of per sons were wounded. Wit Nesses reported eight or nine persons injured by shattered Glass when windows in the terminal burst from the Force of the blast.
