Maurice Theralen director of the Bureau said in an in t e r v i e w tuesday that of f i c i a 1 s of his department have prepared a report on the plan but require additional information to deter mine whether it would fall under the provisions of the personal investigations act. He said the Bureau has been in touch with the association and the two groups will probably meet within a Day or two to Complete discussions on the plan. Fred Engel the association s membership chairman explained tuesday that the plan would work like a credit rating system. Landlords would fill in details of behaviour and rent payment habits of tenants and the information would be kept on file at the association s head office for any association member who requests it. Engel said the association started to distribute the forms to its members last week. He said because of the workload placed on landlords by the provincial rent stabilization act the information will be slow coming in and he could t predict when the scheme would be in full operation. Therrien said his department has t yet deter mined whether the scheme would make the association a personal reporting Agency and therefore liable to comply with the provisions of the personal investigations act. The consumer s Bureau administers the act which re quires that information Gath ered in files be available to the person it concerns.
