The White House said the letter was a fraud. The letter dated May 10 and sent to the Stern family fund a new York City foun Dation suggested that there is no better use Lor tax sex e m p t philanthropic funds than a contribution to the National Republican con Gressional in fact any foundation making such a contribution would imperil us tax exempt status. The internal Revenue code permits tax exemption privileges for non profit philanthropic groups but for bids them to take any part in any candidate s Campaign. No copies of the letter other than the one received by the Stern fund were known to have surfaced tuesday. With the White House the Republican National committee and the president Ford committee All denying responsibility for it the document appeared to be an attempt by some poli tical foe to put Ford in a bad Light by representing him As the sponsor of a questionable Appeal for funds. The first four paragraphs of the letter reproduced tuesday by the new York times were copied from a fund raising letter sent out last month by the Republican congressional Campaign committee. The last two suggesting the contribution and thanking the donor were interpolated. The letter was signed in Ink with a shaky copy of the presiden tial signature which had been printed on the earlier Appeal. Edward c. Schmults Deputy counsel to the president said he had verified since the copy of the letter was published that it was not sent by any organization we have anything to do after his review Schmults wrote John g. Murphy Gen eral counsel of the Federal election commission an Assurance that neither the president nor any other per son at the White House has authorized or approved a mailing of this in View of the letter s clearly fraudulent Schmults wrote that he was referring it to Murphy s of fice for appropriate investigation and he suggested that the letter Vio lated two statutes one re Quiring Correct identification of the candidate authorizing a statement the other Mak ing it a crime for a candidate or his agent to mis represent another candidate in a statement. . We consider the soviet failure to meet the agreed schedule a serious the department said in a state ment. However the soviets officials informed us prior to our raising the Issue that they had not met the schedule and gave us detailed information confirming our own intelligence. We expected no new sub Marine trials until the Dis mantling had been completed and they were in full compliance. The soviets accepted this. U r recent intelligence tells us the soviets Are mov ing rapidly to Complete the process and the requisite number of launchers will have to be dismantled soon. No new submarines have begun sea one woman died and 39 others were injured tuesday when bus skidded into Motel in Donnacona que. Police said the bus collided with a car and then crashed into the Motel in the Quebec Community 30 Miles West of que Bec City. The bus was on its Way to Quebec City with a group of senior citizens returning from a trip. The Coroner s office said it will hold an inquiry into the mishap. Six Kingston students lost 8 hours in Cave network Belleville up six High school students from Kingston out., spent eight hours lost underground before being rescued tuesday from a Cave network 16 Miles Northeast of Here. They were part of a Grade 11 class on a geography Field trip to the caves from Lasalle secondary school Steve Holland 17, one of the six lost students said they went ahead of the rest of the class and realized they were lost after about an hour. They spent another hour crawling through subterranean passages seeking an exit before deciding they should stay in one place he said. When they did not return to the main group the rest of the class was taken to King Ston while a teacher and an other student remained to search the area. Provincial police local fire men and a Rescue group were called to help with the search. The six were found after teachers called on de Ongle a professor at Queen s University and Cave explorer who was familiar with the site.
