The reports were prepared for the consumer and Cor p o r a t e affairs department and contain proposals to be included in the second stage of revisions to Federal com Bines Law. The reports recommendations Are not Federal policy the consumer and corporate affairs department says. But they Are being considered while legislation is drafted for introduction in the commons Likely later this year. The main report a complicated 360-Page document was prepared by a five Man com Mittee appointed in 1975 and headed by economist Lawrence Skeoch. A subsidiary report calling for the right to Start class actions for violations of the combines investigation act was prepared mainly by prof. Neil Williams of Toronto. The government won Pas Sage for stage one revisions to combines Laws tightening provisions against misleading advertising and bringing ser vice industries like real estate and insurance As Well As goods producing companies under combines regulation late last year. Most of the changes become effective Jan. 1. The main report published monday recommends against detailed government intervention in the Economy. The government s record it says in managing regulated Indus tries does not engender Confidence in the claim that it should assume a major role in economic decision making for the Economy As a the report on class actions says this right could be added into the combines Law to enable Consumers or Small businessmen to recover dam Ages for violations of the combines investigation act. In a class action All con Sumers who have suffered damages because a fraudulent business practice Are entitled to compensation with out each suing the company. While recommending against excessive government control of the Economy the main report says there is a need for a new body which it Calls the National markets Board with Broad civil Powers to regulate some Busi Ness practices.
