It s a step in the right i he told the Legisla t u r e s Industrial relations committee hearing representations on changes to the province s labor Laws. The code of employment believed to be the first concept of its kind in Canada would enable a Union certified after proclamation of the legislation to ask for a code of employment after a certain period if a first contract can t be achieved by negotiation. While or. Christophe said he would have preferred a compulsory first contract he termed the new step Realis it s frustrating to get certification and not be Able to get an agreement Why should people have to hit the bricks just to make their while he approved of the legislation be said he was disappointed it was still easier to de certify a Union than to have one certified. David Newman represent ing the piling contractors of Manitoba opposed several of the proposed amendments because they were dangerous and trampled with us warranted cynicism on rights. Freedom of speech was curbed by what he called a gag Section which would forbid an employer to indicate to his employees his objections to unions or his preference for one Union Over another. Freedom of speech is de Nied on a subject where free Dom of discussion is so important Are unions so weak and fragile or is their message so atrophied they must depend on governments for their he asked. Automatic transmissions band adjustment All work guaranteed Central automatics 1268 Strathcona St. 783-7408 he objected strongly to a proposed change which would give the labor Board exclusive right to Deal with All unfair labor practices. The Manitoba builders Exchange repeated its earlier objection that one change could Force one company in effect to adopt another com Pany s collective bargaining agreement. The government also came in for criticism from Frank Fowler representing the Road builders and heavy construction association whose members perform about 90 per cent of the High Way construction work in Manitoba. Or. Fowler said his association had not been Given enough time to properly study the proposed Amend ments to the act and he asked the government to con s i d e r deferring action on them. In a cursory examination of the planned amendments or. Fowler said it became obvious that his association would be forced to object to some of them if it was Given time to prepare a Case. Meanwhile the govern ment received a Pat on the Back during the committee hearings for its plans to in clude farm workers in Mani Toba under provisions of the workers compensation act. Lome Atkinson represent ing the Manitoba farm workers association said the provincial government was finally offering Protection to a group of workers that have so far always been without it. The passing of legislation to protect us in the Fields will be the first step that legislators have taken towards ensuring the farm worker is protected by the Laws which protect All other people in this he said. Or. Atkinson said studies have shown 50 per cent of All Job related accidents in can Ada occur on farms yet Vic Tims of them Are offered no Protection. Because our wages Are Low we do not have the Opportunity to save Money for the times in which we Are unable to work. One Accident is enough to deplete the meagre financial savings of any one of or. Atkinson said his association in co operation with Farmers is now attempting to organize training courses for farm workers in an at tempt to reduce on the Job accidents. Brethren object to dues 1 conscience clause disputed a Corpaci Salvage auction every wednesday 1 of . 465 Panet Road Winnipeg. Units sold on an individual basis a listing of All vehicles available at . Wednesday giving ample time Tor inspection. Proposed changes to the so called conscience clause in Manitoba s labor relations act appears to have become a vociferous Issue. Members of the legislature have received hundreds of letters and saturday heard a number of individual representations protesting the change. It would still allow individuals to remain outside a Union because of their religious beliefs but they would have to contribute Union dues. Under existing Legisla Tion the conscientious objector can contribute an amount equivalent to Union dues to a Charity of his Choice. Members of the Legisla t u r e s Industrial relations committee saturday heard both sides of the Issue. John Henry a member of Winnipeg s 220-member ply Mouth Brethren told the committee he would be forced to quit his Job at Swift Canadian company limited s meat packing Plant if the amendment went through. He had been employed at the company for 46 years and his dues had gone to the red Cross he said. According to his Faith pay ing dues to a Union amounted to belonging to a Union. While he admitted it was very very difficult to know How to put it into words he told questioning la s we desire to walk through this world without being a part of it and so could not join any become share holders or members of a profession group. Pleading for retention of the present legislation or. Henry said he does t deny unions have done some Good work but his religion consid ers All associations iniquitous in the broadest sense of the word. On the other Side Bernard Christophe president of the retail clerks Union Csc local 832 praised the pro posed amendment. It s unfair and unjust for people who Don t want to join a Union not to pay dues when they receive he said a court ruling ear Lier this year which deter mined individuals could stay out of unions because of Indi v i d u a 1 and not collective grounds of Faith would open the door to Many such claims. People objecting to War were still obliged to pay taxes although a consider Able amount went to support the armed or. Christophe said. David Newman a laywer representing the piling con tractors Manitoba told the committee he Felt the pro posed amendment infringed on the rights of individuals and questioned Why a hand Ful of people should be forced to financially support a Union which they could t belong to or respect. Speaking personally he said he Felt the labor Board had t shown consistency in judging these cases. Also objecting to the change was Harold Jantz re presenting the mennonite Central committee in Mani t o b a who maintained it require members of his Faith to donate to organi they do not respect. Paying dues to a Union with which one cannot identify in principle Means that one has to give tangible material support to the tactics leaders political affiliations and goals of the unions in question. We Are concerned be cause of the growing disrespect for both a signed con tract and for the Law of the land which has been demonstrated by Many or. Jantz said that if approved the change would turn some mennonite workers into economic martyrs because they would be forced to quit their jobs. Or. E. M. Finkleman . A. Finkleman or. L. The Winnipeg builders Exchange and the piling con tractors of Manitoba both told the legislature s Industrial relations committee the present makeup of the Board was ill suited to Deal with the major new Powers which would give the Board the exclusive authority to Deal with All unfair labor practices with no Appeal procedure. In effect it gave the Board judicial tasks George r. Aikins director of labor re lations for the Exchange told the committee. He called on the govern ment to return judicial responsibilities to the courts where they really to restructure the Board on a full time basis and with in creased judicial expertise and to provide Appeal to the courts. The Board at present is made up of a chairman and appointments made equally from the ranks of organized labor and management. Or. Aikins said there is no provi Sion for non organized labor or from the Public sector. David Newman represent ing the piling contractors also called on the govern ment to require the Board to publish reasons for its Deci Sions in order to develop pol icy and precedents. He agreed with the build ers Exchange that it was dangerous to give More Power to the Board because of its Lack of resources and its makeup.
