The Federal government has been working toward an Extension of die present 12-mile limit for some time but preferred to work under International agreement arrived at through the Law of the sea conferences rather than taking unilateral action. However. Canada s hand has been forced by the United states which recently declared an Extension of its fishing area to the 200-mile Mark to take effect next March and similar action by Mexico on sunday. There May be some opposition to Canada s decision but it is not expected to be great. This country has Al ready signed fishing treaties embracing the new 200 mile zone with the soviet Union Norway and Poland a treaty with France dates from 1972, and Spain and Portugal Are expected to ratify similar agreements. These cover about 90 per cent of foreign fishing done off Canada s Atlantic coast. The step was taken because the Law of the sea con Ference has been making too Little Progress toward the 200-mile goal and despite Ottawa s preference for inter National Accord the government Felt that Canada s fisheries resources and those who make their living from them had to be protected without More delay. This the agreement should do with Canada working in co opera Tion with other members of the International commis Sion for the Northwest Atlantic fisheries to set quotas beyond the 200-mile limit and to regulate the division of surplus fish Stock.
