Informed sources said the quarrel broke out in the labor party s National executive committee a body largely dominated by left wingers. The meeting took place against a background of continued nervousness on foreign Exchange markets where the Pound suffered another bad Day. It closed at a record Down 1.43 cents for the Day. Urgings of the Nec left wagers ran counter to pres sures being applied by opposition conservatives and by foreign Bankers who seek Sharp reductions in British government spending. By 13 votes to six the Nec passed a Resolution of support for a Trade Union Campaign to resist spending cuts of billion already agreed by the government. The government has insisted it will push ahead with this reduction but says it cannot Force any further cuts in pub Lic spending which at billion about billion a year represents about 60 per cent of the country s National production. Labor party general Secre tary Ron Hayward told re porters that Callaghan s read Callaghan action did not amount to a7 fight. But several Nec members at the meeting said later that Callaghan Tore up the papers in his hand and stalked out after angry asides to is right Wing colleague Educa Tion minister Shirley Wil Liams. Another Resolution passed by the Nec this time unanimously was to urge the Brit ish government to contribute to the building of a Hospital in Vietnam. Party despondency Over the Pound s persistent slide has raised doubts whether the Callaghan administration can Long survive. In particular there has been speculation that Callaghan might have to drop Chancellor of the exchequer Denis Healey. But Callaghan passed along word a political circles that he has no intention of resign ing. The government has an other three years to run be fore submitting to a general election. That position could change if the government grip on parliament is whittled by defections in labor ranks or by losses in by elections. Three such elections will be held next week. If the govern ment loses two of them it would lose its Over Allma Jority in the 635-seat House of commons. But such losses Are not considered Likely. But even if the government did lose its majority it might retain control of parliament because of the scattered of the opposition. To bring Down the administration the conservatives would have to.
