Industrial states. President Ford sought to demonstrate his leadership in nuclear policy thursday while Jimmy Carter attempted to per s u a d e but not Promise american voters that their taxes would be lower if he is elected. Ford campaigning in Cincinnati Ohio unveiled plans for an International Effort to prevent the spread of nuclear weapons. He coupled his proposals with a Promise construction of uranium enrich ment facilities in Portsmouth Ohio would begin Early next year and would mean new jobs. Carter told a rally in Cleve land he cannot Promise a sub Stantial tax reduction that a Day earlier he had declared would be the almost inevitable result of his economic policies after four years in the White House. The demo cratic candidate said that with a Good rate of economic growth and lowered inflation and unemployment perhaps there might be some tax cuts. He added i am very care Ful not to Promise that for Ohio with 25 electoral votes is believed to be leaning slightly toward Carter Al though both sides say the race is tight. Aboard the . Presiden tial plane Richard Cheney White House chief of staff contended that Ford s Campaign has made such inroads in the deep South that the president May need to carry Only four of the eight most populous Industrial states.
