If both Yards and the main line Are moved the City would have to spend Mil lion the application says million on seven Grade separations at the remaining trackage including Spur lines to Industry and Mil lion for roads crossing the relocated main line. Under the Federal railway relocation and Grade Cross ing act the study which would produce Urban development transportation and financial plans which could be. Used i submissions to the Canadian transport commis Sion would be paid for by the Federal provincial and municipal governments. The application proposes hiring a private consulting firm for the study super Vised by an advisory com from the railway company and All three governments. Contracts for relocating the 60-year-old classification Yards and main line away from the City Centre could not be let until at least 1979. The City application says moving the existing 60 Miles of track occupying 200 acres would improve traffic flow in the area and free land for Light Industrial and residential development. A major East West transportation Cor Ridor is also envisaged. It proposes building a classification Yard on up rail s Carberry subdivision main line West of the Woodman Junction with Canadian National railways Oak Point subdivision track in North West Winnipeg. No drastic Reform in election Laws planned this year by John Bare the William Tell restau rant in the Manitoba Centen Nial Centre has been placed in receivership and is being operated by the Centennial Centre corporation. A Manitoba Law Reform commission report last month suggested Basic changes that could for example have combined the anti new democratic party vote in the 1973 provincial election to topple the govern ment. The nip with 42 per cent of the ballots cast won 31 of the 57 seats the progressive conservatives won 21 with 36.5 per cent of the vote and the liberals won five with 19 per cent the remainder of the popular vote going to candidates unaffiliated with any of the three major Par Ries. Current standings Are nip 31, conservatives 23 and liberals 3. At present regardless of the number of candidates the Vinner is the one with the most almost half the Las. 25. However to said some technical changes would be needed in the province s elections act including enumeration procedures.
