The Bank says recent controversies appear to revolve m a i n 1 y around marketing boards which operate comprehensive Supply manage ment systems in Dairy egg Turkey and tobacco products. It said the boards should try to Settle differences be tween Canada s Rural and Urban communities by devel Oping and explaining the Dif f i c u 11 i e s in Niana gement and attempting to bring non agricultural representatives into heir Deci Sion making. Until producers and con Sumers achieve a greater of understanding of each other s Point of View Consumers will continue to View reports of surpluses As typical of marketing Board operations while producers wiil continue to accuse con Sumers of wanting cheap food at the expense of producers in said. The review said that while Consumers May Benefit from effective marketing boards they Are often troubled by the monopolistic nature of some boards and by apparent links Between the Supply management procedures of some boards and High prices. Plant which manufactures Siml Railroad wheels in Transcona Manitoba has been closed since september 20th. 1976 to a by the Canadian association of Industrial. Mechanical and Allied workers Union. About 140 employees with a payroll of approximately per month have been without work because of the strike. The major Issue in the strike is voluntary overtime. Union is demanding that All overtime be voluntary. The company maintains that unless in has assurances that skilled employees will work necessary. But limited overtime he Plant cannot operate. The gritting steel foundries Plant manufactures wheels on a production line basis h an employee refuses to work an important step in the production process is lost and the entire Plant must Stop production. Thus when overtime is necessary it is important that employees be required to work. In an Effort to resolve the overtime impasse the department of labour appointed a conciliation officer who met fifteen times with the Union negotiating committee and Griffin steel foundries. The conciliation officer suggested the following provisions to Settle the Issue of overtime. 1 no employee will be required to work More than four 4 hours of overtime in one Day monday through Friday. 2 no employee will be required to work More than Twenty 20 hours of overtime in one month. 3 time and one half wages will be paid for the first four hours of overtime worked on saturday and double time for remaining hours worked on saturday. 4 employees who work on saturday will receive a paid lunch period. Above proposal of course constitutes maximums and does not represent Normal or usual overtime requirements. The Griffin steel foundries in order to reach an agreement agreed to the above suggestions and further offered to limit saturday production. The Union negotiating committee refused to accept these conditions for a settlement. Based on these developments and the economic hardship imposed on everyone involved by the 22 week shutdown the company feels it must now reopen the Plant. This will be done or february 28thr 1977. All present employees were informed by letter that if they wish to return to work they should Contact their immediate Foreman by Telephone or letter on or before . February 24th. 1977. They will be paid according to the new wage rates shown on this Page. In the letter. Griffin steel foundries informed striking employees that it will hire new employees on a permanent basis to take the place of employees who do not Contact the company by february 24th, 1977. Present employees who seek to return to work after february 28th, 1977. May be employed on a first come basis if and when Job openings become available. Griffin steel foundries regrets that the strike has caused an economic loss to the Winnipeg area. The company has bargained in Good Faith and has vigorously pursued every Avenue to reach an agreement. Griffin steel foundries believes that the time has come to reopen the Plant and allow those employees who wish to return to work to do so.
