The study prepared by a five member group beaded by judge Robert Sauve of president of the Quebec workmen s compensation Board masted mid dle level civil servants for refusing to co operate with organizations engaged in counselling crime Preven Tion parole supervision and after care service to sex convicts. The group set up to study the role of the private sector in criminal Justice was appointed by Federal and provincial Justice ministers a year ago to investigate the it said Many Volunteer agencies relying on govern hmm a few dam hit hard by con timing Federal and provincial spending restraint programs. The group offered 27 recommendations including an in month freeze on All staff positions in govern ment criminal hiring ser vices and in All private Agen cies while new financing a negotiation of an agree ment Between governments and private agencies on Divi Sion of responsibilities with Ottawa and the provinces formally committing them selves to the principle of encouraging greater use of non government groups in criminal Justice. Government retention of responsibility fur ers in custody Law enforce ment and prosecution. Non government Olga no Patlon Assumption of responsibility to organize communities to develop crime prevention programs. Formation of an inde pendent National association to Analyse criminal Justice policy. The group held hearings across the country and said co operation among Volun Teer groups and Between groups and governments was so scant the meetings brought some agencies to Gether for he first time. Although the study was or dered by both Levels of government the group faced considerable reluctance on the part of some senior government managers to Coop More than one civil ser vant considered the outside pressure groups As a bother some the report said. Some civil servants apparently resisted the investigation Nan lao Injety feared to would Lead to a loss of Power the report said. For their part Many volunteers were suspicious and resentful. The group was unable to determine Bow much Money All Levels of government in Vest in private agencies involved in criminal Justice work but said it appeared to be a Small fraction of total spending on Justice. Many Volunteer organisations face serious financial problems and need a guarantee of continuing minimum Levels of government support the group said. The group said crime prevention programs and pro Grams for helping sex convicts started under opportunities for youth and other Federal plans were Success Ful hit the financing did not last Long enough to provide continuing help. The group also said there was a Lack of adequate help programs for the increasing number of women who Are getting into to Uuie with the Law. With such a Low priority on women s services apparent in sane governments the task Force members won Der if the Justice system is not too mate dominated and the report said. The study called on governments to find ways of involving More volunteers i crime prevention and other criminal Justice activities. Senior policy makers in and out of government appear committed to this goal but resistance comes from their Middle managers or from professionals whose profess onal existence is the group noted a dangerous dependence by individuals to let the government solve certain kinds of human problems. Justice James la Craft the inquiry commissioner said a Federal procedural Roadblock May be virtually fatal to the commission s effectiveness. The evidence in particular that the commission deems essential relates to a secret agreement that exists Between the ramp and the National Revenue department. Ivan Whitehall lawyer for the two Federal depart ments told the inquiry that Ottawa would not produce 10 flies relating to this agreement which Berger claims he needs. Whitehall contends that the material which is Rele vant from those files already has been produced and that because the documents concern Federal policy an agreement Between two departments the Provin Cial inquiry has no constitutional authority to compel production. Berger and la Craft appearing perturbed both re minded Whitehall that the Federal government had agreed to cooperate fully with the inquiry. La Craft said that according to the evidence he has seen officers of the National Revenue department had seized documents Token during a july 1975, police raid on Royal american shows.
