The Security service offi cers Over the weekend and again monday interviewed several members of the parliamentary press gallery. As a result they Are convinced that if Cossitt did t at one Lime have in his Possession the specific document they want he did have excerpts from it. Committee recommended coun cil scrap the proposed bylaw which won approval in principle last september urging it instead to combat the problem with a Well planned education program on the hazards of tobacco smoking. A report from Deputy medical health officer d. L. Gen Mill says such a program would encourage voluntary compliance to no smok ing strictures adding smokers in general in Winnipeg Are already commencing to conform to or recognize the non smokers rights. Councillors said a bylaw is not needed in Winnipeg to prevent pub Lic puffing and As examples cited a number of downtown companies that have encountered no prob Lem enforcing their no smoking regulations without it.
