General Council of Winnipeg Community clubs retiring president reviews highlights by Ralph Balky establishment of close Liaison with officials of tiu1 City Parks and recreation department completion of an inventory of Community and the production of a new map to show Community Centre locations were among the highlights of the past year for he general Council of Winnipeg Community centres retiring president Joyce sober ing Lold to the Council s annual meeting monday Nielli. Following the reorganization of the City Parks and recreation department into six districts. Sobering said officers of the Gener Al Council had met with officials to discuss the Community Centre role in the depart ment. She said it was expected an advisor will be named by the department shortly to work with he Community centres. The inventory of Community centres was mainly compiled during the summer months when a provincial employment Grant provided fur the hiring of Tom Wiebe and Mike Van Lla alte to work on the project. Wiebe was appointed again in february to Complete the project. Volunteer workers called of Community volunteers who operate the Community centres around Winnipeg were called the Backbone of the com Inu Nily and of the City s Parks and recreation depart ment monday night As councillor Pearl Mcgonigal chairman of the Parks and recreation committee addressed the annual meeting of the general Council of Winnipeg co m m Unity centres. Mcgonigal said though her committee was established As an interim committee of City Council she hoped it would become a permanent standing committee of coun cil in lie future. She said the City could administer the Community Centre program without the Aid of volunteers but it would require three times the staff and three times the dollars to do As she praised the delegates Tor their contribution. Mcgonigal said the Community centres were big business in Winnipeg Point ing nut there bad Boom million spent on capital projects Al the centres in the period Between 1972 and she also said the Parks and recreation department accounted for 10 to 12 per cent of the City s operating Bud gel. She told delegates there would be not too much in new facilities for Community centres in this year s City budget and suggested there May be some combining of Centre facilities required in the future but hoped any moves toward combining Community operations would come from the communities themselves. Mcgonigal said presidents of the Community centres in the St. Community have a co Ordin rating committee which meets regularly to discuss Community needs and set priorities with the past pres ident of the Board also sitting on the Community s advisory committee to give the Community centres a voice in proceedings. She suggested similar groups could he organized in tiie other five communities. As a Token of the City s esteem for the Community Centre volunteers Mcgoni Gal presented a Community service award from the City to Joyce sobering the retiring president of the general Council which s ii e said showed that you mean a lot to councillor George pro Vost another member of the Parks and recreation com Mittee also attended the meeting. Since the Parks and recreation department was into six districts the Deci Sion was made to hold a least one meeting in each of the six areas probably Al he Community offices in that Region. Sobering also said the general Council be came involved with the operation of the red River exhibition parades last year and this would be continued. To assist Community centres in preparing entries for tile parades a Clown workshop was presented with demonstrations by tiie big Brothers further Clown workshops Are to be held during april and May his year in each of the six recreation disc Ricks. A special presentation was made by the retiring president u Secretary Marlene Aniell for her work for the Genera Council and sobering Lien presented a gave to incoming president Roy Davis to be passed on to future presidents. Davis said after his election he would t make a speech at he meeting but warned All elected to the Board hat they would be asked to work to continue the work of the general Council. Roy Davis takes Over As new go acc Leader Roy Davis of the Chalmers Community Centre was elected president of the general Council of Winnipeg Community centres for a two year term at Hie organization s annual meeting held monday night at Labatt s Blue room. Davis who served As president elect for the past year succeeds Joyce sobering of Winaka Community Centre who was presi Dent for the 1976-77 and 1977-78 terms. New officers elected for the 1078-79 term included John Hansen of Roblin Park com manily a Colre As vice president and Ken Foster of Kelvin Community Centre As trea surer. Marlene Amill of Wink in Community Centre was re elected Secretary. The representative Board of the general Council was reorganized this year to include three representatives from each of the Community committees under the City s realign mint As Well As one representative of Assoc ale members. Most of the representatives were named at the meeting monday with some vacancies to be announced later. Named to the representative Board were District 1 Gerald Childs Weston com manily Centre Larry Johnston Grant recreation association and Bernard Thompson Central Community Centre with Karen Johnston Grant and Ted Frost Central As alternates. District 2 Ted Glass Woodhaven Community Centre Roger Cathcart Silver Heights Community Centre and Harvey Marriott Sturgeon Creek Community Centre with Barry Lloyd Sturgeon Creek As alternate. Ken Proulx Maples Community Centre and Penny Talulla Shaughnessy Park Community Centre with one More to be appointed. District 4 Hugh Young North Kildonan Community Centre Ken Swanson South Transcona Community Centre and Richard Jupp Kelvin Community Centre with Bill Schwartz North Kildonan and Norm rim Mer Transcona East end As alternates. Junior Winter games Ball hockey gym winners declared the Junior Winter games program for Winnipeg Community centres is continuing with championships recently decided in Ball hockey and boys gymnastics events and further City wide final activity planned this weekend. The Ball hockey finals were played recently at Kelvin Community Centre with winners declared in All age groups. Boys gymnastics championships were decided last sunday at Pierre Radisson school while the girls gymnastics finals will be featured at the same location this sunday with those born Between 1967 and 1970 competing at . And those born Belicen 1963 and 1966 competing at 1 . Boys Cross country skiing finals were featured last Satur Day at Norquay Community Centre while he girls crass country skiing finals were postponed to this saturday. They will be held at arc Wood Community Centre Al 10 . Cross country ski results for both boys and girls will be reported Here next week. Games officials have announced results in division ii Junior Belles in the girls re Noelle competitions with Forl Garry As the Winner followed by North Kildonan and varsity View. Most other Ringelke divisions were completed earlier but two results Are still to come from iwo groups. Other events which have been completed for this year include mighty mites House league hockey and Basic skating skills. Sports which Are into District play leading to City wide finals include Broomall wrestling Bowling floor hockey and volleyball while entries were to close this week for table Tennis. Closing dates for entries will be March 21 for swimming and indoor soccer and March 2h for Jam can Curling. Community carnivals two Community a Colre Winter carnivals Are on the Calendar for this weekend tiie final two such events scheduled through this department for this year. The Grant recreation association Taylor Avenue and Harrow Street in the Assiniboine Garry Community will hold its annual carnival Friday and saturday while the Clifton Community Centre 1315 Strathcona Street in the City Rouge Community will hold us annual carnival saturday and sunday. Thirty Lorce carnivals have already been held Al various Community centres throughout the City during weekends in february and March. Assiniboine Garry dates have been announced for soccer registrations at the River Heights Community Centre Grosvenor Avenue and Oak Street and officials have stressed no late registrations will be accepted. Registrations will be accepted from boys and girls aged 5 to 16 years. Registration times arc 1 to 4 . This saturday and sunday or 7 to 9 .monday, March 20, and tuesday March 21. The registration fees will be for House leagues for girls leagues and for City leagues plus a participation fee where applicable.
