Kirkfield in second place and troop 25 of grand North construction problems listed at school by Terry Beeler seven Oaks school Board members were notified monday night of prob lems which had Arisen with the construction of the Maples Complex school which could Cost in the neigh boyhood of to David a professional Engi Neer hired by the Board As a Consul and Frank representing Poole the firm employed to construct the explained the nature of the the Board was told surveyors for Poole construction had noticed discrepancies in the grading of land at Complex with the specifications Given with the plans for the the Surveyor who had taken the original measurements went to the site to retake measurements and discovered that several discrepancies did exist Between the original done in 1975 and the recent As a result of the difference in the contractor Noti fied the Board costs would be in because of the extra land fill increasing the Depths of excavations needed for the the consultant told he trustees the Complex is designed in three sections or typed As b and the a module which is the Junior High school was six inches higher than the specifications listed on the drawing the b Sec which is the gymnasium shop encountered he worst problems and the c which is the High school was raised by a foot Over the original Grad ing altered by landfills Aerial photographs of the construction site taken in 1974 and 1976 showed the land had been altered by land or Earth dumped on the site from excavations in other the in other had been used As a dumping ground for excess Earth from other the Board was told a swimming Pool had been under construction in the area near the Maples Complex site in Early and there bad been evidence of material dumped on the Maples site at that time As the Aerial photos had indicated a differ ence in the Sutton said Poole construction bid on the basis of specifications included on architects drawings of the he said the contractor uses these Given specifications for land height and Width to estimate the amount of material needed for the the Cost and other to include on the tender for the he said it want until the Cut stakes for the excavation were put in that the discrepancies were disco the second problem encountered was with the main excavation under the b module the soil samples taken by the soil Hardy and indicated two to three feet of fill on the b additional holes were put in to deter mine the Type of soil and nothing unexpected had been old rubble unearthed the soil engineers believed the site had originally been farm or Prairie when the excavations for the b module were under quantities of old old Concrete and lumber were in additional drillings were then done to determine if there might be a problem with the there was a possibility additional support might have to be added to the base ment of the b building if the rubble proved to be a it was discovered the Clay under lying the Earth on the site was softer than had been and it was decided to increase the length of the piles to ensure the basement was firmly the third problem was also with the b the original plans for the Kilgour had included two elevators of the Piston which meant a Hole was required under the floor of the Struc Ture to contain the Piston of the elevator when it was at the top of the the first elevator Shaft had been completed with Little Howe when the second Shaft was an Artesian water area in the Lime Stone Bedrock was the which was under great Rose to within two to three feet of the Bottom of the elevator the Board was told the amount of water was too much to lower by pumping by the steel sleeve that had been sunk in the a temporary sleeve to keep the Hole open until the permanent con Crete sleeve could be poured might have to be kept and a Clay plug inserted in the Shaft to Seal the the pressure of the water forcing up from under the site was so that it started to push the 30inchdiameter sleeve out of the the contractor and consultants Felt there was danger of the basement of the Complex being flooded by water after the comple Tion of the so they were forced to alter the plans for the it was impossible to change the since it was in the Centre of the so the design of the elevator was changed to a telescoping Type that didst require a deep pit to House this Type of Kilgour was More and ser vice the basement of the building the Cost of the additional excava Tion and extra hauling of material from the site was the Cost of the plug of Concrete that was poured Down the elevator after the temporary steel sleeve was re was the Cost for the elevator change was trustees questioned the consultant and representative of Poole con demanding to know Why the Board should pay the extra costs involved when a clause in the contract with the contractor stated the contractor claim extra expenses for slight variances ii the specifications of the Sutton explained the tender for the contract was based on the specifications provided on the drawing and not on surveys done personally by the company or its the school Board decided to review the situation in committee of the whole for a Ward motion Defeated other a motion concerning representation of the school division wards was the which saw two amendments also would have had Ward one West Paul represented by two Ward three West Kildonan by five and Ward two old Kildonan represented by two this was to have taken effect at the next election of school Board Community news school Board budget tops million Mark Andy Blicq Assiniboine South school trustees have approved a 1978 which exceeds the million Mark for the first time in the Divi Sions at a special meeting monday the Board decided on the million figure an increase of slightly less than 10 per cent compared with last when presenting the superintendent of schools Steve Dvorak said the in crease want considering that Assiniboine South is one of the few divisions in the City with an increasing Stu Dent Dvorak added that while provincial government financial support level was our costs Are going the schedule of Grants Hast changed since provincial support Hast been keeping Pace with expenses since he in government support amounted to 66 cent of the boards annual Bud support has steadily declined to a Low of 42 per cent of the divisions current Dvorak said it was significant to note teachers salaries contributed per cent of the increase and make up 65 per cent of the Gross or the Board will pay More for salaries in he school administration costs increased by while Plant operating and maintenance costs Rose by the division is carrying a surplus from the Fate of the surplus will be decided at the next Board How that surplus is used will effect the Mill rate increase for the surplus could be used to stabilize the tax base defray capital trustee David Morris by keeping part of the surplus in Reserve As a contingency were using Good Money we have two new schools the Money can be used to absorb part of the Morris we should put part of the previous years surplus toward a Reserve the amount based on a Mill rate that is palatable to the taxpayers in the division can expect an increase of to in their yearly property taxes As a result of the budget the Board will Settle on a final figure for the increase at the next further clarification on expected government fund ing for this budget year is expected to be known by March trustee Noel Pritchard told the Board the finance committee had stripped from the original budget submitted by the school division while was taken from individual school More than Worth of school repairs and upgrading were Delet the finance committee recommended be added to the furnishings and site improvement budget for an intrusion alarm Security another was added to begin a pre pc native maintenance and safety inspection program for division a request for by the teachers Centre steering committee was reduced to to cover Only the salary of a half time secretarial teachers represent ing the steering committee had approached the Board for assistance in re questing the funds for the staff person and of fice when details Are the budget will be submitted to the department of education for residential zoning gets recommendation by Randy Tat the East Scopa Community committee will recommend to the cites environment committee that the land on the East and West sides of the proposed Exten Sion of Redonda Street in Transcona be zoned As an re residential it was decided at a meeting Mon the Developer of the sex Mason had applied to have the area re zoned once but this was rejected because Mem Bers of the Community had a zoning of r2b2 had been and Resi dents Felt this would result in a Type of housing which would increase the density of the area too greatly in terms of number of this Lennox had applied for either rpm or but made it Clear he would rather have the r2 or rpm since these would allow the construction of multiple family the developers representative said it was estimated the average value of the Homes in that All about 10 or 11 years would be about the Cost of building multiple family dwellings would be it would Cost about to build single family Homes in the same and he argued people looking for this kind of Home would go to the area three or four blocks where they could get the same thing on a quieter the Width of the Redonda Street Extension will be 99 compared to 50 feet for the adjacent residential East Kildonan Transcona since it will be link ing Redonda Street to pan Dora Avenue and the traffic flow is expected to be to said 75 per cent of the buildings in the area Are multiple family and along with the heavy makes the area unsuitable for single family the representative predicted while the people who would move into Multi ple family houses would be Lon term residents and considerate of the single family Homes might open the area up to transients with no such this would be a result of them being unable to sell the single family after a few the mortgage company would take them Over and eventually sell them to who would rent them out to the multiple family zoning want since Many residents Register opposition to such a a petition against the multiple family proposal was presented to the and about 10 people showed up to personally Register their the residents Felt the Den sity of the area was too High and didst want it increase by the development of multiple family councillor Phil Rizzuto Transcona moved the area be zoned and the motion was passed by councillors Jim Ragsdill Springfield Heights and Anne Zorowski Miles with councillors Harold Piercy Henderson and Alf Skowron Elmwood collegiate leasing plan to be debated the Norwood school
