Winnipeg Free Press (Newspaper) - April 15, 1978, Winnipeg, Manitoba Winnipeg free press saturday april 15, 1978 City news 2nd class mail registration number 0286 it leaves you breathless Barbara Cansino Back Home to feelings the Royal Winnipeg Ballet Winnipeg audience is waking up slowly and doily like a Bear after a -10-year Winter. There was a difference if Ever so Subtle on wednesday night when the Ballet performed its first Post new York Home show. One would of course have expected much More. If new York can loss Flowers All Over the stage shout Bravo and hurray and give eight or nine curtain Calls to weekend full houses if critics could even yank out superlatives he least Winnipeg could do is acknowledge a moment of its cultural history bring a few Flowers of its own toss them around kind of noise. Bobby Hull after All got a Parade. However it takes Lime to teach old dogs new tricks and the audience can be congratulated for the few inroads of spontaneity accomplished opening night As 75 per cent full As opposed to the usual 85 per cent. The audience clapped More ban usual for Bonnie Wyckoff and Marina Eglevsky after George Balan Chine s Glinka Pas de trois. It got about Oscar Araiz s new women giving something like four curtain Calls to the White Lack pet coated Young women who danced to the voice of Grace Slick. And there were isolated bravos for Salvatore Aillo at the end of Sebastian which also got curtain Calls. Well done. People who Don t like to make a display of their feelings express themselves otherwise. They buy tick Els and give Money albeit gradually. Thursday night was Fuller than wednesday Wilh sales picking up slowly for the rest of the week. But no full houses. I thought we d come Back and sell said general manager Edward Roger gelling carried away. The pass the Slipper Campaign collected on wednes Day More than the average a night of last year. The really big news is season tickets. More than10 per cent of current subscribers have already renewed with renewals clogging to Mailbox at Hie rate of five dozen a Day to on wednesday 50 on thursday. Two Hun dred new subscribers have already signed up and the new subscriber Campaign has not yet begun. And artistic director Arnold Spohr reiterated at intermission in wednesday that he s not leaving his Posl be never was leaving his Posl he never intended to go anywhere All those stories were wrong. And. Also not shul the Ballet audience is unique in the City. Piero Grimba music director and conductor of the Winnipeg symphony orchestra phoned up in talk about the orchestra s recent tour of the East. The orchestra played in Cornwall. Kingston Barrie Niagara Falls. Waterloo and finally Ottawa. The Ottawa journal said the concert was a feast by an orchestra Lylial has become one of the Best in Canada under Gamba s careful were standing ova Lions eight curtain Calls and two encores at the final Ottawa concert. The orchestra was officially received in the House of parliament everyone clapped and one member screamed Vive la music ii from the floor. And Winnipeg Well reserved. I the Ottawa Public the audience in is much More alive than the Winnipeg one. It s not Ottawa that s More alive than Winnipeg it s the Winnipeg Public hint s More tranquil than most Gamba says. How Ever. I , they do show their enthusiasm also Only in a much quieter Way. Backstage after each concert i meet Many people whose face and whose expression and whose words arc highly enthusiastic. But they do not express themselves Wilh a lol of the trouble is All you facial enthusiasts that the dancers the tubas the Macc los and the butterflies Are Loo far away to see the look on your faces. On the other hand by some strange anomaly the Manitoba theatre Centre seems to discourage the expression of noisy approval on those occasions when in is warranted. If the1 Ballet the symphony the opera go overboard de to eke out some curtain Calls the theatre goes overboard to discourage them. At the warehouse anyway. At he recent production of ashes on opening night the audience was ready to clap for two rounds at least maybe even stand up because Hie show was so Good. Bui the House lights always go up after one measly Bow and to a basically shy population it s embarrassing to clap and yell in the Light. Food for thought a lady who works at the health sciences Centre has phoned to indicate she s put off As Are her co workers because the executives of the Manitoba health organizations arc holding their meeting at the Winnipeg inn. I m just wondering Why the out of town members could t have stayed in a less expensive hotel since they re talking about she said. This lady who said Are you when asked for Lier name and department also thinks the executives co uld have their meetings in the ill ally sciences be narc or other hospitals and cat their meals there Loo. They keep telling us How nutrition Alliey where to go to move a number of people have phoned to ask where to obtain Hie 1978 moving to publications mentioned Here thursday. They arc available for at Mary scorer books and Dominion news. Moving n Winnipeg was edited by a is of Winnipeg. Other books published moving to Toronto Montreal Alberta 01 Allan la Canada southwestern Ontario. Dominion news has All of them. Mary scorer Bonks Lias the Winnipeg Toronto Alberta and Vancou books. Children s rehabilitation Centre develops Over Hospital s future by Manfred Jager a struggle has developed Over the future of Hie former shrines Hospital on Wel Lington Crescent. The lug of War which includes plans to have a 10-bed unit established for he Long term rehabilitation of Handi capped children involves the health sciences Centre Manitoba red Cross society and he provincial govern ment s workers compensation Board. The proposal is contained in a four Page Brief written this week by or. R. M. Letts chief of staff at the rehabilitation Centre for Chil Dren the new name former shrines Hospital. The Brief is addressed to Frank Decock of the Mani Toba health services com Mission who administers the Hospital until Fullier notice and is accompanied by a let Ter from Letts written april 12. The letter indicates that copies of both letter and Brief have gone to he ally minister l. R. Bud Sherman of Manitoba. The letter says at a re cent meeting of the medical staff of the rehab Lillion Centre for children it was unanimously agreed that a 10-bcd unit for Long term re habilitation of handicapped children should be established at the ii says staff physicians have identified at least 10 families whose children could Benefit from Long Range treatment at the Centre. Another source said Fri Day most of the 10 children now Are full time Pali cats at the is. Amana Ward in St. Vital a a Colre for severely retarded and handicapped children. However the 10 Ideiil fied cases involve Chil Dren Wilh Normal brain Ca pacify who suffer from severe physical handicaps. What s really happening is that we want these kids in Here to prevent the Welling ton Crescent facilities from becoming a new health sciences Centre kidney dialysis unit a Medico technical Arm of the Manitoba red Cross or a facility of the workers compensation the source said. Don t get me wrong there s nothing the Mailer Wilh any of these organizations. The danger is to the health care of children in this province if the rehab Centre ceases to exist for them. We need in. We can t simply Transfer All the vital functions being carried out there right now to the rehab Centre of the he ally sciences Centre As has been mentioned before. There simply would not be enough room for thai. We Vegol to put our Finger in the Dike that s All there s to in. Somebody has to watch out for the health care for children in this province or it will go Down the the Brief to Decock and the health minister says in part with severe Dis abilities Are always a Burden on the family unit and this varies with the Circum stances of the particular family environment. The single Parent an increasingly common phenom Enon is often faced with an extremely difficult task in raising a child who has a severe physical Handicap but who is mentally Normal and whose require meals for Edu cation socialization and re habilitation Are often myriad. It is a Well known fact that Many previously stable families have been real asunder by the introduction of a physically disabled child into the family environment. The mentally handicapped child although he often has fewer needs relative to Edu cation and rehabilitation than the physically Handi capped child with Normal mentality nevertheless has Many More facilities Avail Able to him within the prov Ince of Manitoba we the medical staff of the rehabilitation Centre for children would appreciate an Indi Ealion of support for the establishment of a 10-bed extended rehabilitation unit at the rehabilitation Centre for children to assist Chil Dren who Are severely physically disabled but who pos sess Normaj or near Noral intelligence and Are capable of being trained and educated by rehabilitation techniques. Ii is our belief that if such a unit were in existence the rehabilitation of these Chil Dren would be enhanced and Ken Nannenhorn s impeccable 1926 fort to Coupe is one of the stars at the fourth annual Speed sport Auto Rama which opened Friday in the Winnipeg convention Centre. The car placed fifth in North America. Voluntary measure before environment body no smoking code to be studied by John Sullivan a voluntary no smoking code for civic buildings will go to Winnipeg s Environ ment committee for consideration monday. The code prepared by the City s environment depart men in consultation with health Legal fire building code and civic properties officials would ask both the Public and City employees not to smoke in confined. High traffic areas of Munici pal buildings. The code suggests the discreet posting of thank you for nol smok ing signs in these areas As Well As the removal of Ash trays except those just inside building entrances. Included would be the City s Council chamber Community committee rooms Board rooms libraries swimming pools Arenas res Laurants. I healers and auditoriums elevators tunnels and concourses so rage areas restrooms buses Sec Lions exposed to flammable materials and areas protected by sensitive smoke Detec tors. The code would not affect appropriately signed lobbies or lounge areas in City build Ings and won t cover the convention Centre or build Ings operated by Winnipeg enterprises and other autonomous boards. A re porn by David Hender son civic environment com missioner says the code would not be a Law involving pen allies and enforcement problems but would rely on gentle persuasion and vol unwary environment committee requested the code March 22 after rejecting a formal no smoking bylaw for most con fined Public areas As unenforceable. Extra Protection not available the cily of Winnipeg can t provide any further Protection against assaults or threats to its inspectors cd Cepl Normal police scrutiny and Legal advice civic in v i r o n in e n commissioner David Henderson says. In a report to civic in Virolini Oil com Millie Hen Derson says the procedure established in december is for City staff to Dis continue inspection if threatened and or threats to police. A court order to inspect Wilh a police escort if necessary should be obtained if a bylaw violation is suspected. The City s Legal depart ment also offers employees free advice on their on the Job Legal liabilities and As Sills Wilh any problems. The East Kildonan Transcona Community committee had asked Henderson to take Steps to ensure Lylial inspectors were Able to act without fear of Legal suits or danger to personal safely. However the commission or said he was unable to determine the basis for charges three weeks ago by councillor Alf Skowron Lylial inspectors were being assaulted and threatened with Oul adequate Protection from the cily. Skowron new democratic parly Elmwood said he had received reports of an actual assault against a City zoning officer Aboul a year and a half As Well As a More recent threat against an inspector while hives i gang a lowing company. In he first incident the officer sued and was counter sued but the City gave him no Legal assistance Skowron said. Because of he cily s fail ure to Prol ocl these employees he charged Oiler cily adminis razors Are afraid that they la be assaulted and unless Hiey Lake action of their own not a thing will be done about additional land for housing some vacant land Sites acquired by the cily through the Federal neighbourhood improvement program . Should be developed Wilh leased Low income privately owned housing projects David Winni Peg s civic environment commissioner says. In a report to civic in Viron Mcnol committee to be heard monday Henderson says there is nothing Lopre vent the City from using neighbourhood improvement land for private development under the assisted Home ownership program shop As Long Asil Mckels social needs. Up to now the Sites have been routinely turned Over to the Manitoba housing and renewal corporation Marc for Public or non profit rental housing. But a balanced program of both rental and privately owned would better meet Low and Middle income needs and stabilize neighbor hoods had Norson says. The report says 20 neigh boyhood improvement pro Gram parcels in the Down town Centennial disc Ricl and 18 in North Point Douglas Are now available. Residents committees in both areas favor the ownership option to balance area needs. The program would Autho Rize the Long term leasing of the Sites directly to families a least one Parent and one child in the to a year income bracket. Rent on the land would be equal to the Cost of municipal taxes ensuring that families would not have to spend More than .10 per a Cal of their Gross incomes on housing. City officials rejected direct sales of land Al below Market value since this would require elaborate pre cautions against profiteer ing. The lease idea would involve minimal admin in sir alive costs to the City the report says. The future development of such children As productive and useful citizens of Hie province would be better assured. There is no question that Many families in our prov Ince at the present time Are unable to provide the appropriate care and education of their severely physically handicapped child but Are unable to improve care due to the Lack of appropriate facilities for ibis particular Type of podiatric cells was out of the prov Ince Friday and could not be reached for further com ment. The provincial govern ment has been on record since before the oct. Ii elec lion As favouring total Discon Linua Linn of All in patient treatment of children Ori Wellington Crescent. In Stead the former Hospital was to have been used As Aii out patient unil Only. Proposed Ward closure alarms ads paediatricians obstetric ians and family physicians prac Lising Al Grace Hospital expressed alarm and con Cern Friday Over a recommendation by the provincial Lask Force on government organization and Economy calling for Hie closing of Hie to bed podiatric Ward in the St. Lames Assiniboia hos Pital. The concerns were expressed Al a regular medical staff by five of Hie Hospital s six Pedi patricians three of four obstetricians on the Hospital s attending staff and by about six family practitioners. Although no formal Resolution was passed regarding Hie task Force recommendation to close Down the unit or convert in to Oiler purposes he physicians decided to lobby against such a move. They will make representation to the Board of the Hospital Al next week s regu Lar meeting and urge the sending of a delegation to health minister l. H. Bud Sherman of Manitoba. Ii 111e Hospital Board agrees Wilh medical staff concerns. Hie government will formally be asked not to enact the Lask Force recon my idalion dealing Wilh the Grace Hospital paediatrics department. One physician who attended the meeting and agreed to discuss it Wilh Hie free press Lale Friday said in is fell Lylial medical politics rather than Cost re Strain is at he Bottom of he Issue. It s got to be that be cause you would t save any Money if the fifth floor was no longer paediatrics and was occupied instead by adult patients with medical prob lems or by geriatric Paicius wailing for nursing Home he said. He said Only about 12 Beds of the 30-bcd Ward now arc used for children while he remaining Beds Are car marked for adolescents and Young adults. St. James is a growing Community and i am sure the people Don t want to have their kids dragged All the Way to the health sciences Centre just because thai is More conc Nicol for the Doc tors who teach there and need kids to teach on. If the government goes along with this it will lose one hell of a lot of Goodwill in the some paediatricians prac Tising Al Grace Hospital have University medical school appointments and thus can admit their patients to Chil Dren s Centre should the Grace paediatrics Ward be closed the doctor said. Bui others have no privileges at the health sciences Centre and would lose control Over their patients treatment and also lose income. Apart from this however the Over All Quality of health care the medical profession extends lowest Winnipeg would deteriorate. Particularly Hie obstetric almost As much As the paediatricians because they feel that care of Newborn babies would dete the physician said this would Likely happen despite announced government in Len Lions to expand and strengthen the Grace Hospi Tal department of Conato logy. I think what s behind All this is simply a move by the medical teaching establish ment of the University of Manitoba to have everybody Nice and centralized at the he ally sciences Centre. The welfare of the children of is. James and their families seems to be of secondary in who is this Man Canada s minister of Federal provincial Urcla Lions supports a proposed new Law that would allow the Federal govern men to.
