In that report it was said that the president of the club said that its members empathize with the economic stand taken by the conservative government a state ment i find very difficult to accept. How can members of a group presumably interested in increasing career opportunities for women endorse government policies that will reduce their chances of employment do they not realize that the current restraint policies will mean fewer opportunities for them both in the civil service and in spinoff jobs in private Industry and do they not realize that if unemployment increases As expected they will probably be the first fired in their departments studies have shown again and again that women Are the last hired and first fired and their Luck will Likely be no better. It would seem to follow then that the wearing of Seatbelt should remain optional since non wearers Hurt Only themselves and the state has no business being paternalistic. But this Only seems to follow since Accident Vic Tims not wearing Seatbelt arc much More Likely to re quire medical care than Are their More prudent bothers and since providing such medical care harms the Public through the imposition of unnecessary costs the free press mistakenly and i provocatively conclude that the state is mandated to legislate seat Belt wearing. And it is Worth remarking too that in the Case of seat belts we Are not so much forbidding a form of anti so Cial inaction As commanding a pro social action. The precedent Here stimulates invention the state would seem entitled to compel any form of behaviour whose absence would prevent the maximizing of social potential. What is to be done about Seatbelt Wear them i Al ways do. Make other people Wear them too. Here the government could simply and frankly be paternalistic we forbid the use of drugs to save the addict from himself. Alternatively the govern ment might follow the Lead of private insurance companies that seeing the non wearing of Seatbelt As a form of contributory negligence refuse to compensate victims of complacency. Such non legislative compulsion would probably prove As effective As paternalistic Law making though it strikes me for one As less attractive morally.
