Winnipeg Free Press (Newspaper) - May 31, 1978, Winnipeg, Manitoba 6 Winnipeg free press wednesday May maps question defence chief Canada to maintain nuclear arms until 84 by Victor Mackie staff correspondent Ottawa Canada will not divest itself of its nuclear weapons for five or six years until around 1983-84, Admiral r. H. Falls chief of the defence staff told the commons defence committee tuesday. He said the voodoo aircraft May be re placed As Early As 1983 by the new fighters which the Canadian government is now in the Market to buy. On the Neutron bomb the defence chief told the committee that he considers it less ominous in that it contains blast than does the conventional nuclear War head. The defence chief was questioned in the committee by Allan b. Mckinnon Dan Mckenzie South Centre and Bob Wenman Val Ley later Mckinnon suggested in the com Mons that the defence chief by stating the Neutron bomb was less ominous than the alternatives was adopting a line that was divergent from that enunciated by prime minister Pierre Trudeau in his speech to the United nations. Deputy prime minister Allan Maceachen Neutron bomb kept on hold Washington up defence minister Barney Danson said tuesday that Admiral Robert Falls was Only giving a military judg ment about the Neutron bomb when the chief of defence staff commented favourably on the weapon in Ottawa. Danson told reporters Here Falls was not commenting on the advisability of making a political movement to employ it in nato when he made his remarks earlier tuesday at a commons committee meeting. Falls told the committee that chances of nuclear War will be reduced if the West deploys the weapon. The Neutron device is designed As an anti tank weapon which can kill people with minimum damage to property. It relies on intense radiation with less blast than Normal nuclear weapons. Danson who is Here for the nato Summit meeting said he does not think that Canada and other nato members should be panicked or pushed into a position on the Neutron weapon. Canada should wait for the soviet Union s response to president Jimmy Carter s recent decision to postpone production of the controversial weapon Danson said. Danson refused to say How much time he thinks the soviet Union should be allowed before the . Makes a decision on producing the Neutron weapon. Canada has yet to say whether it supports or opposes production of the weapon. Some nato countries such As Britain and West Germany favor the weapon while others oppose it. Disagreed. He said Canada supports the decision of the . To postpone production of the special Battlefield nuclear weapon and that Canada Hopes the soviet Union would show similar restraint in its deployment of forces. He suggested the United states and Canada had put the soviet Union clearly on the Mckinnon asked Maceachen to say if the Canadian government is in favor of or against the use and deployment of the Neu tron bomb. But the Deputy prime minister avoided that question by stating that the prime minister had enunciated the govern ment policy at the in. The West coast my said Trudeau s speech to the in had left the false impress Ion that Canada is moving out of nuclear weapons immediately and urged Maceachen to Correct that impression. He said it is Clear that Canada would not be divesting itself of nuclear weapons for at least five years. Maceachen said it is the government s intention to move out of nuclear weapons with the acquisition of new aircraft which would not be equipped with nuclear weapons of any kind. Mckinnon said in the committee it would probably be 1984 before the voodoo is entirely replaced in Canada. Adm. Falls said at first an operational training unit would have to be developed to train the pilots. They would then have to be introduced to the Squadron. He expressed Hope that the first squadrons of the replace ments would be ready by 1983. He said it was a pretty Good estimation to say it would be five or six years before Canada would be divested of its nuclear mis Siles. The Winnipeg my asked if the defence department had received any instructions that it should acquire a plane that could be built at Canad air in Quebec. He received answers in the negative. Wenman asked . Falls if from a Mili tary Point of View he would agree that the Neutron bomb would be less ominous than the existing and More destructive nuclear Battlefield weapon it is designed to re the defence staff chief said the term less ominous was subject to interpretation. He presumed the my was talking about the enhanced radiation weapon or the reduced blast weapon otherwise known As the Neu tron bomb. It is not really a said the Admiral. I think it is in the Eye of the beholder. Certainly in my View it is less ominous in the sense that it has All of the characteristics of the older style or class of a nuclear artillery piece without some of the High blast he added. This opinion a personal opinion or is this held generally by the military officials in Canada they would agree that in fact it is less asked Wenman. Adm. Falls replied in the context in which i stated it i think it is almost a fact that there is less blast for the equivalent size weapon than the conventional or the heretofore conventional nuclear Dale Evans Rogers Waves to Well wishers from her open horse drawn Carriage.
