He told the provincial legislature Bell Canada is being investigated by the Feder Al human rights commission because of certain clauses which May be discriminatory in its agreement with the Arab coun try for modernization of its Telephone system. He issued his warning after consumer affairs ministered Mcgill of Manitoba confirmed that Telephone system employees Are being Given the Opportunity to participate in the project for which Bell is seeking Between 400 and 500 manage ment level employees from major Tele phone companies across the country. Mcgill said it was his understanding that no clauses in the contract being offered by Bell to Telephone employees indicate any discriminatory position being however he said the matter needs to be investigated As to facts and if any evidence of discriminatory action were found it would be taken up with the provincial human rights commission. He said Bell would pay All costs and salaries for employees who Are accepted. In addition he said Bell would pay the Telephone system a Premium amounting to 40 per cent of the Basic salary for each employee recruited. Meantime an Telephone system spokes Man said several Hundred manage ment level employees have indicated some interest although none have yet applied. No application forms have yet been received in Winnipeg nor has full information been provided by Bell about the jobs he said. He said that Bell is offering salaries about double what Telephone system management employees Are earning Here. No figures could be obtained. Axworthy later told reporters he is not yet calling on the Telephone system to pull out of the Bell recruiting drive but he does want recognition of the problem that could develop and the consequences if Bell is found guilty of discrimination. There Are Strong indications Bell can Ada in signing the agreement with saudi Arabia has consented to certain conditions which Are discriminatory. Meantime the provincial Telephone company is going along with the project of hiring people seemingly unaware or perhaps unconscious that this Case is being investigated. It is wrong to proceed without a Clear indication there is no the Liberal la said. He showed reporters several documents and letters forwarded to him by Herb Gray Liberal member of parliament for Windsor West which show that the application for a visa to saudi Arabia asks the religion of the applicant and Calls for provision of a birth certificate. Further a transcript of a radio interview quotes the president of Bell Canada As saying a clause in the contract signed with the Arab country says Bell at present has no business relations in Israel. Axworthy also said Gray is writing to provincial human rights commissions to advise them to watch for possible violations in the Bell Deal. Outside the House Mcgill said the Tele phone system is in no Way promoting the Bell recruiting Campaign but it Felt it should not impede information reaching attorney general Gerry Mercier of Manitoba declined to comment on the possible implication if the Federal human rights commission finds Bell guilty of acts of discrimination. Neither would he say if the government will support an amendment to the human rights act introduced earlier by a worthy which would prohibit economic discrimination. Axworthy. Bud Sherman of Manitoba said Friday that much of the 1978-79 funding for the fitness and Amateur sport Branch of his department will come from lotteries revenues. Sherman told the Legisla Ture Only of the approximately million the government has already ear marked for fitness and Amateur sport will come from the province s general revenues. Sherman said it was Possi ble to use lottery Money for these programs because lot Tery Revenue had increased substantially in recent years from million in 1975-76, to million in 1976-77 and a projected million in 1977 78. Opposition Leader de Schreyer suggested it was a supreme irony that a conservative government should be so anxious to Rush to deplete an accumulated Reserve. Sherman replied that the department was merely using the 25 per cent of lottery Revenue regularly allotted to it. He also defended himself by saying that if he had directed More Money from general Revenue to fitness and Amateur sport he would have had less to spend in other areas of department. Using lottery Money was deemed logical and Sensi ble this year but in t in tended to be a precedent. Desjardins also directed Strong criticism at the Mani Toba sports federation which he said was excellent in concept but run by a group of people who have done Little for sports and have lied to the Public. When the government took responsibility for organizing administration of lotteries in Manitoba Desjardins said it offered the sports federation and a full partnership in Western Canada lottery distributors with the right to use their share of the revenues As they pleased. He said this would have assured the federation about a year. He said the federation refused the offer because it wanted to run its own lottery and is now blaming the former nip administration because they most Iii Oniey. The federation then asked the government to bail it out. After this Desjardins said the nip administration made an attempt to co oper ate with the federation but again they tried to Cut our throats and it was fur ther attempts also proved unsuccessful he said. They re complaining be cause they did t have a government who would hand it to them on a Silver he suggested that Sher Man had decided to Grant to this group without evaluating their program a charge Sherman later denied. The minister said the federation s record had been examined and is continually being re examined. He said he has some concerns about the direction the federation is moving and its financial and business capabilities. However he said an coordinating sports group is needed. While failing to use tax incentives in a useful Way a worthy said the provincial government has also damaged the assets which have attracted new citizens to Winnipeg and Manitoba in the past legislative briefs education minister Keith said Friday a new million High school is to be built at Norway House a Small native Community about 300 Miles North of Winnipeg with construction scheduled to begin in mid-1919. Cosens said in a statement the new school which will serve about 200 students in grades 9 to 12, is expected to be ready for the High school year beginning in september 1980. The minister said 76.9 per cent of the financing for the school will be provided by the Federal government with the balance being provided by the province. It will be administered by the Frontier school division. Cosens said that although the new school will offer general academic business and Industrial education it will emphasize vocational programs. At present he said High school students in Norway House Are taught in a residential school built in 1950 that offers Nursery to Grade 12 classes. Part of the old building will be demolished although part of it will continue to be used As an elementary school after renovations. 9 renewable resources minister Ken Macmaster said Fri Day Moose Hunting seasons at Hecla Island provincial Park have been set for sept. 18 to oct. 14 and from dec. 4 to 9, the first in that area since 1944. Macmaster said 250 Hunting licences will be handed out on the basis of a coming draw 150 of them for Bow Hunters during the first season and the remainder for a Shorter Rifle Hunting season in december. Ten licences will also be sold to Long time residents of Hecla Island. The minister said applications for a licence available from departmental offices must be returned by july 14. Sherman said in a statement a total of will be distributed among Manitoba s 59 sport associations to be used for a variety of special projects including the sponsor ing of championship events. He said will be provided to athletes to cover travel and training expenses and lost income in their preparation for International events such As the common wealth games and the 1980 olympics. He was replying in the legislature to Jay Cowan who asked if he would be prepared to go to Gillam to take a first hand look at the serious problems resulting from the threat of the mass resignation of the Volunteer fire brigade june 15. The dispute is Over the Legal interpretation of the municipal act which says payments for firefighting services could be made to individuals. Payments which had been made to the Volunteer firefighters association Are now being made to individuals. However the municipal act prevents payment being made to councillors some of whom serve As Volunteer firefighters. Cowan said As a result of what he called a new policy one firefighter had resigned from Council and one councillor had resigned from the fire brigade reducing the efficiency and effectiveness of environmental management minister Brian Ransom said Friday the Manitoba government is watching with close concern president Carter s move to defer financing of further work on the Garrison diversion project in North Dakota until reports on it can be considered. Ransom said in a statement the government has been advised that Carter has asked the . Congress to defer allocating Garrison Money until an assessment is made of a report on the project prepared by the International joint commission.
