In a policy address to the United nations general Assembly session on disarmament Callaghan said of the african countries "1 urge them to speak out clearly for it will soon be too late and they will find themselves caught up in an arms race with growing instability for their countries and increasing danger of in an apparent swipe at both the soviet bloc and Western countries Callaghan declared that the old principles of non interference and peaceful settlement that have guided Africa since the 1950s May be superseded by new but these will not necessarily be in Afri Ca s interest nor will they right her he said.
