The Bill the first of its kind in the Atlantic provinces would limit spending re quire Public disclosure of most expenses and contributions and provide significant contributions to some parties and candidates from the provincial Treasury. The party could spend a maximum of 85 cents for each elector in each Riding where it has a candidate and each Candi Date could spend a Maxi mum of per elector in his Riding. The total contributions by an individual corporation or Trade Union could not exceed in a non election year and in an election year. No Anonymous contributions would be permitted Al though the names of people who contributed less than would hot be disclosed. Even so the Independence Issue or National question As it is often called in Quebec labor and nationalist circles will be a major topic at the Cantu s 49th annual Conven Tion which begins Here Sun Day. Delegates will study a re port prepared by the Cantu s political orientation commit tee recommending that a special convention on the constitutional Issue be held before june 1979. That recommendation also has the backing of the federation executive. In keeping with the member Cantu s Strong nationalist and socialist lean Ings the documents defines the Issue As the National oppression of the Quebec meaning Quebe cers Are exploited from a cultural political and above All economic standpoint a review of Public state ments by Cantu officials indicates mixed feelings about what option federalism Independence or some As yet undefined third Way the federation should support during the forthcoming referendum on Quebec Independence being organized by the parti quebecois govern ment. We believe the question is too important to be decided at next week s convention federation vice president Andre l Heureux told re porters at a convention briefing. Instead delegates will be asked to approve a program of vast internal consultation on the constitutional ques Tion to be followed by the special convention. Until now said l Heureux the Cantu has tended to leave the Independence de Bate to politicians and the province s economic and political elite. That will change if next week s meeting adopts the proposed plan of action he added. Other questions to be Dis cussed at the convention in clude what help the Cantu can give to encourage the formation of a new socialist political party to fight for workers interests. L Heureux and Cantu president Norbert Rodrigue cautioned that the federa Tion True to its tradition of remaining Independent of All political parties won t participate actively in the for mation of a workers move ment.
