Can i have some won Utica on the eco system of the Carberry desert a. Found Midway Between Winnipeg and the Saskatchewan Border the rugged Carberry Sand Hills Aspen Woods and scattered dark Spruce Trees contrast sharply with adjacent open croplands. Roadside cuts expose deep deposits of Salmon coloured Sand and the surrounding Hills where not forested Are covered with grasses and Large Mats of bearberry and creeping Juniper. The present Spruce Prairie Flora of the Sand Hills is a surviving Trace of the ice age. The Hills themselves Are part of an ice age deltaic Deposit of up to 200 feet of Sand formed in Post glacial times when the Assiniboine River flowed into glacial Lake Agassiz. Following natural drainage and reduction in size of this Large cold Lake the Sands of the Delta exposed to Strong winds were leaped up in Active dunes Over an area of several Hundred Square Miles. Today in Many grassed and forested Hills May be seen shapes of former dunes. The Bald head Hills or spirit dunes Are the largest in the area and have Long been known As Manitoba s desert. Within an area of about 15 Square Miles several Large dunes Are almost completely de void of vegetation. Any vegetation growing must with stand the abrasive effects of wind blown Sand the possibilities of being buried or of having their roots uncovered extreme temperatures and other harsh conditions. Once established grasses and Trees greatly reduce the effect of wind and thus keep the Sand in place but it is a fragile system easily upset by fire drought trampling and motorized intrusion. Loss of thin vegetation would help wind erosion and the loss of the meagre soil layer would set Sand Hills succession Back hundreds of years and eliminate most wildlife species. Wildlife is varied in the area and includes White tailed Deer rabbits grouse Deer coyotes foxes mice boreal and Black capped chickadees Lark spar rows Rose breasted grosbeaks and includes water lillies Cactus orchids Aspen and Oak White Spruce Black Spruce Willow Longspur Crocus Clover and Grama grasses. Call the free press mild civic restructuring new zoning Appeal body planned by John Sullivan a new body to hear zoning appeals highlights an other Wise mild restructuring for Winnipeg City government scheduled for consideration by executive policy commit tee thursday. The new body is designed to further relieve an Over worked environment com Mittee whose members also sit on the current designated zoning hearing committee. Instead the replacement committee will have a rotating membership of six coun from each Community committee appointed by Council for three month terms. Absorb ing the zoning hearing com Mittee s duties the new panel will hear All appeals against zoning variances and conditional use decisions by communities. The revamping proposals approved by civic Board of commissioners after a series of secret joint meetings with policy committee form a final tailored version of plans approved in principle by committee april 20. The structural blueprint retains a Basic political Structure of four standing committees and a Cabinet like policy body set up by Council on an interim basis last november. The system of four administrative divisions each headed by a commissioner and five autonomous commissions continues with Only slight alteration. Under the plan Environ ment committee s duties would also be pared by hand ing Over control of health and welfare to a renamed Parks and recreation committee. Now headed by councillor Pearl Mcgonigal Independent citizens election com to firm dims spotlight on hot and bothered councillors by John Sullivan Winnipeg City councillors have apparently won their Battle against to blindness in the Council chamber and it won t Cost tax payers a cent. The hot Glare of Cable television lights at Council s twice monthly meetings have left a number of councillors fuming in recent months especially those who Wear glasses. The headaches and smarting eyes finally drove coun. Don Gerrie Independent Riverview to threaten either sunglasses or a Complete ban on the cameras. Others suggested additional permanent lighting in the chamber to remove the need for special television spotlights. But in a report this week Council s civic properties division says such drastic Mea sures should be unnecessary. The report says Videon Cable to has now purchased a More sensitive camera Lens which should produce an acceptable picture at lower Light Levels. The firm also intends to buy a new camera which does t require extra lights. All of which Means Council won t have to. Decide whether the taxpayer should foot the Bill for extra permanent lighting in the Cham Ber estimated at officials say the Issue can be safely shelved at least until the fall. New recreation and social ser vices committee would also take Over libraries from works and operations com Mittee. Although this arrangement would require environment commissioner David Hen Derson and works commissioner Nick Diakiw to attend meetings of two separate committees the plan ignores a recent Call by chief com missioner d. I. Macdonald for a fourth front line administrator to match the num Ber of committees. Macdonald predicted in april that Diakiw especially would be harried and har ass Edby the split duties and said it was unrealistic to impose the added Burden. The new Structure also effectively rebuffs mayor Robert Steen s appeals for a new political committee to take Over duties of the Winnipeg police commission.
