Cherri tack said he believes there has to be very Strong justification for including race religion and color in a Job description Axworthy told Las that at committee stage he will ask the human rights act also be amended to prohibit discrimination in business or contractual relations As he proposed in a private member s Bill earlier this year. At the time he said the amendments would prohibit Manitoba firms from doing business with companies which make racial or other discrimination a condition of that business. More coverage on Page 13 Bill Distributee ending restrictions of farm purchases by Debbie spr0at the provincial government will remove All restrictions on the Purchase of Manitoba farm land by Canadian individuals and corporations under a Bill distributed to Las tuesday. At the same time the government will place much tighter controls on foreign ownership of Manitoba farm land by reducing the amount of land a foreign individual or corporation can own from 160 acres to 20 acres. These changes included in an act the farmlands Protection act amount to a substantial re vamping of the legislation passed last year under the new democratic party administration. Even the name Wili be changed the new legislation will be known As the agricultural lands Protection act. Premier Sterling Lyon said tuesday the conservative government is merely making the changes they suggested were necessary when they spoke on the legislation As opposition members last year. This measure was t necessary Lyon said since 92 per cent of Manitoba farms Are owned by those who work them despite the fact that controls on farm land owner ship weren t introduced until last year. The Bill met immediate criticism from former Agri culture minister Samuel Yuskiw who said 20 acres really in t a practical amount of land for Absentee or foreign ownership unless you Are prepared to accept that Manito ban citizens should t own More than 20 acres outside of Yuskiw said he disagrees with the government s Deci Sion to remove restrictions on non farming Canadian individuals and corporations because i think to be consistent. The effect of Absentee ownership is the same whether you Are dealing with canadians or non he also noted the legislation seems to have a loophole in that any corporation with 51 per cent Canadian share holders can Purchase unlimited amounts of land. He suggested foreign corporations will simply find a Canadian partner. The Bill makes it unlawful for canadians persons to Purchase or otherwise acquire land As trustees for non canadians if the Purchase or acquisition result in the non canadians owning More land than allowed under the act. The Premier said this change and others in the new legislation Are aimed at solving some problems with enforcement but added he s still not satisfied All inc Loop holes have been blocked. The Bill also stipulates a corporation which ends up with too much Manitoba land because a Sale or Transfer of its shares make it a non resident or a person or Corpora Tion which acquires land by the realization quit claim. Settlement or otherwise of its or his Security will have up to two year to reduce its acreage to Sidney Green has asked consumer affairs ministered Mcghin to have land titles office staff investigate whether there has been a substantial increase in orders for Sale resulting from mortgage defaults this year. Green said statistics which someone procured for him at the land titles office show there were 217 orders Tor Sale in the first six months of 1978. If this continues he said there will be about 435 by year end. He also provided statistics that showed there were 455 defaults in 1965, the highest number of orders for Sale Ever recorded in one year. Sherman said the Hospital at Norway House has six patients remaining and one at Hodgson has two. Both hospitals have three designated nurses on duty and three alternates. The algae growth and mucous has resulted from Early warm weather this year he said.
