Winnipeg Free Press (Newspaper) - July 12, 1978, Winnipeg, Manitoba Winnipeg free press wednesday july civic emergency declared in Edmonton after 90mm rainstorm Edmonton up a rain storm which soaked Central North Alberta began moving eastward late tuesday. Environment Canada ended the heavy rain warning for the Edmonton Edson and Western red Deer regions tuesday eve Ning but said the Low pressure area responsible for the storm was moving to Saskatchewan. Meanwhile weather reports and satellite photographs indicated another severe Thunder storm was moving into an area extending 50 Kilometres on either Side of a line extending from Dauphin to the Pas in Western Manitoba. Yorkton in Eastern Saskatchewan was hit by a Brief storm tuesday evening with hailstones damaging some cars. Edmonton meanwhile was re covering from the estimated 90 Millimetres of rain which fell in an 18-hour period amount equal to the average rainfall the City normally gets in the entire month of july. A civic Emer gency was declared in the City of most of the rain fell in a four hour period tuesday morn ing overwhelming the City s storm sewer system and sending Runoff flood Waters into streets basements and condominium apartment units. Scores of roads were closed most of them in Low lying areas As the swirling Waters caused mudslides and Cave ins. As miniature lakes built up around railway underpasses and at Bridge approaches City police stepped in to close off All approaches to the North Saskatchewan River Valley which curves through the Centre of the City in an East West direction. Eight of the nine Bridges across the River were closed to traffic at the height of the flooding although most were reopened As the storm tapered off in the Early afternoon. City firemen rescued about 10 persons from flooded condominiums and private houses some of them from rooftops As they responded to 40 Calls for help. All of the City s water and sanitation Crews were diverted from their Normal duties to help with flood emergencies. An emergency office set up by the City received about 100 Calls an hour in the first three hours of operation. Brief Telephone and Power fail ures were reported and some offices sent employees Home Early. Traffic snarls developed As motorists sought to find routes not affected by flood water. Major sports events were can celled including a Canadian football league game a women s Golf tournament and a horse racing meet. The provincial government gave passing consideration to the possibility of declaring the City a disaster area but the move was rejected after a report from the disaster services Branch. Deputy Premier Hugh Homer said the storm appeared to be More.
