Amendments to schools act pass second Reading by Mary Ann Fitzgerald seven new democrats voted against the principle of Public Grants to private and parochial schools monday As the Manitoba legislature gave second Reading to amendments to the Public schools act aimed at clarify ing the 10-year old shared service agreements. The new democrats split on the 35-to-seven vote on second Reading of Amend ments which clarify the authority of Public school boards to provide Grants of up to per student to Pri vate schools if they choose. Five school divisions now have such agreements authorizing Grants totalling about million this year but the practice has been questioned by some other divisions. The new democrats opposing the move were Sidney Green Len Evans Brandon Sam Yuskiw Lac do Howard Pawley Peter Fox Wilson Parasiuk Transcona and Jay Cowan other new democrats voted with the government in support of the amendments. Liberal Lloyd Axworthy fort who earlier said he supported the amendments was absent for the vote along with opposition Leader de Schreyer and Larry Desjardins both of whom favored the Bill during debate. Closing second Reading de Bate education minister Keith Cosens told the House he was aware of the significance of the legislation but the of education is responsible for the education of All children in the province and the question of private schools and parochial schools can t be the objection to the shared services agreement by some school divisions has resulted in inequity where Only 25 per cent of the students in private schools Are Able to take advantage of the Grants Cosens said. In a move admittedly aimed at forcing a major Oil company to repay the government it spent to clean up a gasoline leakage problem in Brandon in 1971, the opposition amendment introduced by Howard Paw Ley would have made the legislation retroactive to nov. However the opposition amendment was lost in a 26 to-11 vote. The amendments to the clean environment act retroactive to May 15 of this year received final approval by the legislature and needs Only Royal assent to become Law. The amendments provid ing that a court determine costs to be recovered for cleaning up contamination were prompted by a court decision in the Brandon Case which said the present Law allowing the clean Environ ment commission to deter mine the costs was outside provincial jurisdiction. Environment minister Brian Ransom rejecting the bid to make the legislation retroactive to 1972, said the company whom he later identified As Texaco had spent and the government to clean up the contamination. The government had attempted under the existing legislation to recover the Cost but the court had declared the procedure Ultra Vires.
