The legislation known As the Loans act 1978, empowers the government to borrow a total of million with million going to the Mani Toba Hydro electric Board Mil lion to the Manitoba Telephone sys tem million to the Manitoba water services Board million to the Manitoba school capital financing authority million to the Manitoba forestry resources ltd., million to the agriculture service centres agreement and million to the province s insulation loan pro Gram. Also Las approved a Bill authorizing the province to spend million in additional operating costs for the current fiscal year which will end March 31, 1979, and another million for its private sector youth employment program which is Dou ble the province s previous financial commitment to that program. Las gave approval in principle to a Bill which once enacted will allow the government to spend Over billion in operating expenditures budgeted in its current estimates. That legislation will also enable the government to spend up to million to ensure the completion of projects which were begun in the current Fis Cal year but the Money cannot be spent until after March 31, 1979. The amendments also stipulate that race religion or color May be specified in selecting employees if it is a reasonable occupational qualification or requirement for the position or employment. In final debate before the amendments go to committee for study Len Evans East suggested the amendment which he claimed allowed considerable Lati tude for exempting certain areas of employment from the human rights legislation. Labor minister Norma Price said monday 19 mexican workers had been hired in the Portage la Prairie area by Market Garden operators.
