And the Lack of adequate safeguards against some of Trio a chemicals was made apparent last week in a Federal report about Canada s compliance with the International labor code. As far As Canada is concerned there is not even a list of cancer causing substances affecting employees says Ken Eaton of the department s International and provincial relations Branch. The problem is a crucial one Eaton said in a recent interview and United states government scientists said last month occupational exposure to cancerous substances probably causes at least 20 per cent of All cancer deaths in that country. Howard Currie director general of the newly formed Canadian Centre for occupational health and safety which makes its Public debut in Winnipeg next week said the assessment and designation of hazards leading to occupational cancer will have to be tackled immediately. Currie says that is our real strength because As a self govern ing organization it will not have to rely on departmental approval or bureaucratic red tape. However the science Council of Canada published last year a series of reports on government policies for the containment of six poisons Asbestos Lead Mercury oxides of nitrogen radiation and Vinyl Chloride. Included were recommendations for a similar National advisory Council on occupational and environmental health to be responsible for publishing standards of maximum permissible Levels for hazards including those already listed. The reports designed to draw attention to the regu lations governing toxic substances in the work place illustrate the considerable confusion that exists within and among governments which is accentuated by the regulators the Council said. Referring in particular to Asbestos and Mercury the Council concluded the Federal government is not aggressive enough in using whatever political muscle it has when the Poison is concentrated in one prov Ince. And jurisdictional problems have made Mercury pollution in Northern Ontario difficult to Deal with the Council said. Yves Berube Quebec natural resources minister has said his government is preparing a report on occupational health and safety which will include the prob Lem of asbestosis. Inhaled Asbestos which can damage lung cells and tissues causes asbestosis. The potential Hazard was first suggested in 1907, the Council said. Quebec has been a world Leader in Asbestos mining for More than a Century. Undoubtedly constitutional factors influence the pos Tures adopted but the Federal reticence displayed in the Asbestos and Mercury to be More readily explained by historic balances of political Power in the Canada Quebec Ontario the Council said. But Federal regulations can successfully be applied As in the recent edict by the government department which called last month for a 95 per cent reduction in Vinyl Chloride Ern Mission by Canadian firms. The Gas has been linked As a cause of Angi Sarco a a form of liver cancer and other serious health hazards. The new regulations Are expected to reduce Vinyl Chloride emission to 250 tons a year from tons by july 1, 1979, the department said. Unionist urges probe into workers deaths James Bay que. Up Veteran Trade unionist Michel Chartrand has called for a Quebec govern ment inquiry into the recent deaths of three workers at the Multi billion hydroelectric project in this Northwestern Corner of Quebec. Chartrand a confederation of National Trade unions adviser told workers during a weekend tour of the Region the deaths resulted from failure to observe elementary rules of safety.
