Wednesday october 11, 1978 Schreyer blames restraints for Large jump in jobless by Mary Ann Fitzgerald finance minister Don Craik said tuesday he could Only speculate on the reasons for the Large jump in the ranks of Manitoba s unemployed last month while opposition Leader de Schreyer Laid the blame directly on the government s restraint program. Statistics Canada figures re leased earlier in the Day showed More unemployed in the prov Ince last month than in August for a total of actually unemployed. That was a six tenths of a Point increase in the seasonally adjusted rate. Manitoba still ranks third lowest in unemployment in the country. In an interview Craik said the increase was disturbing but the government would have to wait to see if it were a trend or an anomaly which sometimes occurs in reporting statistics. The govern ment does t intend to go into make work projects at the moment he said. Craik said he regards the month to month figures More As general indicators of what is happening at that Point in time rather than indicators of Long term trends in Manitoba. He noted the labor Force in sep tember was up Over september 1977 but the total labor Force was up by during the same period. This he said increased unemployment because Job creation was t sufficient to absorb All the new entrants to the Job Market. Meantime Schreyer predicted a rather miserable Winter in terms of unemployment and in the econ omy generally. He noted that september historic ally is a time of a High level of construction activity and economic performance. Their the government s poli cies of restraint certainly Haven t helped. They have had to aggravate the unemployment problem be cause when the Economy is relatively sluggish to pour on extreme restraint aggravates the Situa the opposition Leader said. Schreyer said the government should offer some stimulants to the private sector. The Only real answer is economic development and that s not going to happen in the Short Craik said. If the trend to higher unemployment persisted he said the government would certainly look at prior izing construction projects. Bob Best a member of the com Mission and of the government s redeployment committee said in a interview there Are approximately 00 vacant jobs but difficulties occur with Matching the skills of those seeking jobs and the Job requirements. The committee has encountered a further difficulty in the geographical location of the employees and the jobs with some employees not wanting to relocate. Approximately half of the people seeking jobs Are in Winnipeg with the remainder in the North and Rural areas. Meanwhile Best and Bill Jack son president of the Manitoba government employees association report approximately 60 Laid off employees have been re hired by the government. A Dis Pute Over the Supply of drinking water to the 800 residents of this Northern Community appears headed for solution. After a Public meeting sunday the town Council decided to Cut off water to the Community s school store and nursing station this thursday unless the provincial government agreed in writing to pro vide a new water truck. However on tuesday provincial North Ern affairs department coordinator Carl Marci Byshyn said the Community would get the truck. Marci Byshyn said he planned to set up a meeting with the town s Council immediately to resolve the stand off. He said it was Only a matter of deter mining whether the Council had enough Cash flow in its own budget to pay for the truck of whether another source of financing within the department would have to be found. South Indian Lake councillor William Dysart said the town had been arguing with the government for Over a year on the replacement of a second hand water vehicle that has been serving the Community for the past three years. The truck is badly run Down and it s Only got a makeshift tank on the Back. Besides there s no driveways into Many of the Homes so it s difficult to service Dysart said. He said Only about 10 per cent of the Homes in the Community Are connected to the town s water and sewage Supply. The province has been told Many times that we need a new truck but they refuse to look at the need of the Community Dysart said.
