Of coverup Ottawa up solicitor general Jean Jacques Blais prompted charges of coverup tuesday when he said the Mcdonald commission into ramp wrongdoing has Only limited authority to decide what Sensi Tive government documents can be made Public. Blais insisted in the commons in reply to William Jarvis that this did nor represent a change in govern ment policy. Jarvis said that the govern ment position stated in arguments by its lawyers in a special hearing of the commission last week Means the commission is losing its right to decide for itself what documents should be made Public and what should be re leased. Jarvis said the government had changed its policy Only two weeks before senior government officials and former solicitor Gener als Are scheduled to appear be fore the commission headed by Justice David Mcdonald of the Alberta supreme court. Blais told reporters outside the commons that there cannot be a delegation of authority for control Over publication of Cabinet Docu ments to the Mcdonald com he said commission counsel j. F.
