2 Winnipeg free press tuesday november 21, 1978 City Engineer testifies at Tritschler inquiry contractors for Hydro project Given inaccurate data by Allan Wilson prospective contractors for the eight and two mile channels of the Lake Winnipeg regulation project were Given some soil information which a Manitoba Hydro Engineer said had a "50-50 Chance maybe 40-60, one Way or the other of being accurate. Kees Vogel a Hydro Geo technical Engineer was referring to seismic surveys which evaluate soil and Rock Structure by looking at record Ings of sound passed through the ground. He was testifying before the Tritschler inquiry into Hydro s Northern developments. But he said i Don t think there was any reason to withhold the information from the information sent out in March 1971, was about soil conditions and the possibility of encountering boulders in the course of dredging or excavating the Chan Nels located at the North end of Lake Winnipeg. Contractors were asked to bid on either the basis of dredging the channels or excavating them. In formation on the size and number of boulders was essential for con tractors to make a decision on what basis they would use for their bid. The information Given contract the statement occasional boulders will be enc Oun but this did not anticipate the magnitude of the problem. As it turned out according to earlier testimony at the hearing British Columbia dredging contractors sceptre Dillingham who were awarded the contract were two years late in finishing the work. This was because they got started a few months late due to equipment moving problems and because of unanticipated problems with Boul Ders and other Rock formations. Vogel was responsible for the drilling program and received the information from seismic surveys. He said there were discrepancies Between drilling and seismic work done Over the same ground. But this was not pursued further and the seismic results were Given out in contractor information. The information Given to contractors followed two reports from a Hydro engineering task Force. July 18, 1970, the draft task Force report on Northern development said no Rock excavation will be Vogel told the inquiry monday the statement was unqualified and it would have been a plus in favor of building the regulation project. While it was not designed As the basis for a final decision on North Ern development the draft report along with another one from then Hydro chairman David Cass Beggs was the basis for the final Hydro directors decision made july 30, 1970. The draft report was based on eight Drill holes for the eight mile Channel and five for the two mile Channel. Added to this the holes had been put Down 15 to 20 years before and Drill cores important in soil evaluation were not available. Vogel said there were very few holes he agreed with inquiry lawyer Dick Scott the draft report should have qualified the statement saying work was not Complete and there was a possibility of Rock problems. The same sentence saying no boulders were to be expected was also included in the final task Force report filed nov. 30, 1970. Seismic work done because it was faster than drilling was not finished when the final report was filed but no changes were made later when seismic work disagreed with earlier results.
