Namibian vote hinges on talks United nations Reuter a report submitted to the United nations Security Council on saturday says South Africa has agreed to unsupervised elections in Namibia South West Africa but with reservations that will require further negotiations. One condition the Council is virtually certain to reject is that once a Date for elections is set it should be kept irrespective of whether there is a cessation of hostilities and a subsequent reduction of South african troops in the territory observers said.
