Official bilingualism the Legal right of canadians to Deal with the Federal government and its agencies in either language lies at the heart of Trudeau s prescription for a United country. But the sources say the study group has come to the opposite conclusion despite initial objections from co chairman Jean Luc Pepin a former Trudeau Cabinet minister and sup Porter of the 1969 official languages act. Pepin now is said to have accepted the group s conclusions that Federal efforts to implement bilingualism have not worked and that provinces should be left alone to Deal with French and English language questions affecting their citizens. In an interview monday Pepin re fused to confirm or deny suggestions that his group will condemn bilingualism As a failure when it releases its final report next March. Sources said the study group s other chairman former Ontario pre Mier John Robarts has endorsed the conclusion that Federal bilingualism is divisive. The unemployment rate for the month was 8.3 per cent compared with 8.2 per cent for october.
