The decision was made by the now defunct management committee of cab inet headed by Premier Sterling Lyon despite persistent claims of tender irregularities by towing firms Over the past four years. De Mcgill provincial minister responsible for aut Opac and Harry Enns who held the Post until mid october both said the com Mittee torpedoed the idea of hiring consultants last june because of the Cost. It also Felt aut Opac officials were fully competent to de sign the tender package they said. However following new complaints by two towing firms last week Mcgill said tuesday the need for an outside opinion will be re examined by Cabinet be fore the 1980 contract is awarded next year to see if it is the towing controversy arose Friday after the free press Learned United towing services had been awarded the 1979 aut Opac contract for the fifth year in a Row in november. The firm quoted a Flat one year fee of to Tow vehicles involved in accidents within a 20-mile radius of Winnipeg to aut Opac s compound. The two other bidders have claimed the contract was not awarded to the lowest tenderer and that it was tailored to United s facilities and operation from the Start. Similar complaints were made de Mcgill after the 1975 and 1976-78 contracts were awarded to the same firm. Enns who told reporters six months ago the consult ing firm of Woods Gordon and company had been hired because of a Public outcry Over previous awards to United said monday that the manage ment committee scuttled the plan after deciding a topic officials were fully competent to design the tender package. The minister said Woods Gordon was the Only firm which offered to do the Job and its Price was far from ranging from to depending on the work involved. I Don t recall saying they d actually been Given the contract but in any Case management com Mittee decided to defer these Enns said. I personally encouraged the idea of having an out Side body draw up the terms of the towing con tract because from Day one it s been surrounded by a fair bit of controversy. But i was unsuccessful in convincing my Enns said he is aware of charges by other towing companies that the Way the contract is write up favors one firm and he still supports the idea of a review. "1 suppose that in Light of continuing problems with the towing contract this year aut Opac could be Well advised to hire an outside consulting firm he said. Mcgill said he did t at tend the management com Mittee in june where the use of consultants was considered but it was apparently Felt the Manitoba Public insurance Corpora Tion should handle the minister said Auto Pac s Board of directors Al most certainly considered other factors besides Price when it awarded the 1979 contract to United and for this reason May not have chosen the lowest bidder. The Board feels it made the most equitable and advantageous he added. But Mcgill admitted the contract is of a very sensitive nature and said a review of the consultant idea is Likely. As a result of this experience the aut Opac Board itself May wish to re examine the terms and specifications of the con he said. We certainly want to make it As fair As possible. It May very Well be that aut Opac could have been More explicit in its tender wording.
