The report Calls for a Canada wide referendum to be held on proposed constitutional changes. It said the approval of a new Constitution or amendments to the existing British North America act would require a majority vote in each of the four regions Atlantic que Bec Ontario and the West. The task Force also says minority language rights should be determined locally by each province including English language rights in Quebec. This would include removing pres ent constitutional obligations on que Bec to provide English language ser vices in its legislature. The commission lists changes it says Are needed in the country s political institutions to reflect the objectives of dualism and Region the primary should be to strengthen the provinces at the expense of Ottawa s Powers including granting the Junior governments All Powers not specifically awarded to the Central government. This is the opposite of the present Constitution. Each provincial legislature should have the right to determine an offi Cial language or official languages for that the Unity commis Sion says in one of 75 recommendations. The language of the report is frequently murky reflecting differences within the eight member Unity com Mission. The Unity commission acknowledges that there is no single answer to the question of keeping Canada United. But it insists that Quebe cers must be allowed to declare their political and constitutional preferences with out interference by the rest of the country. A referendum on Quebec Independence must be.
