Police said William Victor Rit Chie 30, of Cumberland ., was charged with attempted murder after his 22-year-old wife Lena was thrown off the Bridge tuesday. She was pulled from the water by another Cumberland resident Joseph o Hara. Mrs. Ritchie after being released from Hospital was arrested on a warrant for failure to pay a Fine for an impaired driving conviction police said. She was taken to a correctional Centre in Burnaby ., to serve a 14-Day prison term. O Hara also was arrested on a warrant for Possession of marijuana and taken to the correctional Centre. New democratic party Leader Howard Pawley suggested this de centralization of control Over expenditures poses a greater danger of spending getting out of hand be cause a minister will be less critical of departmental expenditures than his Peers in a management commit tee setting. Development of a management information system. Once this computerized system is developed spi Vak said it should be an effective tool for monitoring programs. The task Force report suggested the management information systems should keep track of government expenditures and provide details on actual expenditures compared with the amount budgeted for each pro Gram.
