Kyodo quoting an unnamed Chi Nese government source said China had not declared War on Vietnam. The Agency said the chinese appeared to have launched an organized attack on the vietnamese but this could not be independently con firmed. According to Kyodo a chinese communist party bulletin issued today said China had decided to Bat the Vietnam to punish the Viet namese for violence against chinese Border residents.
