Gillespie repeated earlier state ments that there is no immediate danger of a shortage. But he said the government would watch for any at tempt by the Oil companies to use a Supply crunch for profiteering. The legislation is scheduled for debate monday As opposition party spokesmen indicated willingness to set aside All other commons Busi Ness. The Bill approved thursday by Cabinet is a revised version of one that failed to receive approval during the last session of parliament. Kyodo said in a dispatch from peking that the chinese communist party had formally decided to launch an organized attack of self defence against Vietnam. Kyodo quoting a dispatch from Hanoi by the correspondent of the Okahata the official Organ of the japanese communist party said chinese forces had penetrated about 10 Kilometres into vietnamese Terri tory. Kyodo said the chinese forces had crossed into Vietnam at various places along the Border. Chinese attacks were mounted from Lang son near the Gulf of Tonkin to Lai Chaa near Laos Kyodo quoted the Hanoi dispatch As saying. Kyodo said the Hanoi report said a regiment of chinese infantry sup ported by about 30 tanks had invaded Lai Chau province. It said Vietnam Ese guard posts Power plants shops and farms also were attacked by the chinese. A chinese regiment consists of about men and a division Kyodo said. Kyodo quoting an unnamed Chi Nese government source said China had not declared War on Vietnam. The Agency said the chinese appeared to have launched an organized attack on the vietnamese but this could not be independently con firmed. According to Kyodo a chinese communist party bulletin issued today said China had decided to Bat the Vietnam to punish the Viet namese for violence against chinese Border residents. Vietnam and China have been involved in escalating Border Skir mishes for the past year. The fighting started in response to chinese claims that ethnic chinese were being mis treated in Vietnam. Kyodo also said in a separate Dis Patch from peking that Gen. Yang Techih commander of the chinese Volunteer forces that fought against . Troops in the korean War had taken Over command of the Kunming units that Are facing Viet namese Border troops.
