Winnipeg Free Press (Newspaper) - March 19, 1979, Winnipeg, Manitoba Winnipeg fr6t March 1979 free press Freedom of Trade Equality of civil rights Liberty of religion published six Days a week at 300 Carlton Winnipeg r3c 3c1 by publications Western limited Telephone 9439331 Donald Nicol acting publisher it s Malone chairman Peter Mclintock editorial Page editor Maurice Western Ottawa editor r h Shelford president general manager air Canada hangs Tough the British government is behaving in a discriminatory fashion in its attempt to Force air Canada to move its operations from Heathrow Airport to air Canada has been discriminated against by being selected alone from North America to suffer the role of no other North american airline has been chosen for this treatment because the British government is afraid of economic and political Canadas National airline was one of the first to support with its presence and there is overcrowding at not because of Canadas Well run and internationally respected National airline but because of the horde of airlines that now crowd the if any airlines should be pitch forked out of Heathrow and into Gatwick they should be those from Oil states or from the third but Oil states can cause financial difficulties for Britain and third world countries can make embarrassing speeches in the United nations about former British Britain has not advanced a credible argument to Back its demand that air Canada should uproot its equipment and staff to move to with its one runway and minimal connections to other world the British have created a special Rule for Canada first first the Cost of the move would be enormous to air Canada and would be paid by the Canadian the inconvenience would be equally enormous to Canadian they would have to travel into London and Back out again to Heathrow to make connections to most other no advantage would be gained by travelling on Canadian flights of British airways because they also Are to be pushed into Gatwick is Safe and has frequent rail connections with Central it also has modern these Are All appreciated by the charter airlines which must land there by British government what it does not have is the kind of connections that attract therefore this move would mean a loss of and of to air it would also mean a loss of existing air Canada business in servicing and maintenance of other airlines aircraft at a net gain for British airways that would not displease the British if there were any logic to the British governments position then airlines would also have been ordered to move to since both come from the same continent and Fly within Miles of each Canadian High commissioner Paul Martin and air Canada president Claude Taylor have said that Canada regards the Gatwick diktat As an unfair and unfriendly Taylor has suggested a possible Boycott by air Canada of new aircraft containing British engines and a possible negative reaction to the British airways request for new Landing rights in Western there would be Public support in Canada for other commercial measures to help to bring the British government to its turkeys example should be remembered in the same gunpoint tactics were used on the turkish National talk of turkish landings at faded when the turks said that British airways would be granted Fine new Landing locations about As convenient to Ankara As is Tuktoyaktuk to closure of a College the sudden closure of the Canadian Junior College in dramatically underlines the Cost to canadians of their dollars this private school has had to close its doors for financial the main problem seems to have been the combination of the appreciation of the Swiss franc and the slump of the Canadian there is because some Swiss families that had been boarding students have received no pay for and because parents of some students Are scattered around the world and Are Only slowly finding out about the canadians resident in Canada have been sending their children to the College but it has also been popular with Canadian who sometimes Send children there while they go to foreign the difficulties of arranging air transportation for a youngster from Swit who crazy it is difficult to understand How two prominent British doctors would have the audacity to that political leaders take regular mental examinations As they grow in Wisdom and it is fortunate that there will be no Stampede to psychiatrists offices As a political by the very visibility of their Are probably More suspect than most of having taken periodic leave of their but regular mental presumably with the resulting certificates of sanity and would not affect the Public perception one the suggestion is backed by the reasoning that aging leaders Are dangerous since they May be in a state of concealed brain failure while controlling the interests and sometimes the lives of thousands or millions of it could be argued that the aging brain has some automatic built in by that Are not present in younger political would these younger leaders be left to Wield Power without the Benefit of the regular mental checkups considering the experience in criminal where any accused has a 50percent Chance that psychiatrists representing the prosecution and the defence will disagree on the question of his or her the suggestion might produce a situation where each political party would employ its own Battery of All willing to testify to the competence of their and the incompetence of the perhaps the doctors in question would have a better platform from which to launch their suggestions if they first set up a program whereby those who treat mental illness Are themselves required to take periodic Examina Kuchs Zerland Home to and for a continuation of the interrupted education Are formidable for someone living in but imagine trying to do this while you Are working this result of the dollars drop is another example of the hardships being experienced this year by canadians who work or travel it is the other Side of the Coin from the claims that Canadian exporters Are Able to compete More vigorously with their world there is Little sign so far of the huge increase in Trade that is supposed to follow the cheap Dollar much of what increase there has been simply reflects As Long As the Canadian Dollar retains its present Low there will be More and More stories of problems such As that now experienced by the Canadian Junior College of towards european integration tons by their Peers to establish their own by the time the medical profession manages to sort out this logical approach to the problems of testing most political crises will have borrowing at Home the announced by finance minister Don that Manitoba will attempt to borrow for its needs in Canada the United states and will seek offshore Loans Only As a matter of last appears to be the Correct one in today fluctuating currency just a year Craik negotiated a loan in Switzerland at an extremely attractive interest but he has seen the advantage eroded As the value of the Canadian Dollar Only in times of a relatively stable and Strong National Economy can offshore borrowings be considered with any degree of even these times Are not to be trusted As evidenced by the effect fluctuating currency has had on the billion in foreign debt owed by most of these Loans were negotiated when offshore borrowing appeared attractive because of a stable National Economy and a Strong when governments they commit future earn Ings just As individuals commit their personal future earnings when they negotiate but the experience of recent when dropping currency values have added millions to the debt owed by should temper any move into foreign Money markets in the by Robert Jackson Germany while More events monopolized the headlines in recent quiet but important changes have been occurring in eur these events May prove embarrassing for separatists in Quebec who advocate a future Canada based on the european it is ironic that while some canadians Are seriously considering the option of breaking the country into smaller european parties appear to be working in precisely the opposite i this the nine member states of the european Community will reach a new goal in the slow process of european for the first time the 260 million Europe an citizens will elect representatives directly to the european political parties throughout the euro Pean Community have been quietly choosing candidates and Campaign ing since the enlargement of the Community in january 1973 to in clude the United Ireland and the european Parlia ment has been composed of 198 these have been filled by maps of the member countries who were delegated from their National electoral system after the elections in june there will be 410 the four largest Germany and Italy will each have 81 the Netherlands Belgium Den Mark Ireland 15 and Luxembourg the electoral system differs from proportional representation in a majority of countries to a first atthe Post system and single transferable vote in the new representatives will continue to sit not according to their country but by party groups that Cut across the National fron there Are six of these Europa ties Christian liberals and european european Progress Ive and communists and it is obviously extremely difficult to subsume National prejudices in integrated observers were monitoring these problems when the socialist eur party Congress met in january to work out their platform for the Success for the socialist con Gress was particularly important be cause it brought together the largest and most representative of All the in spite of the Many obvious differences that reflected the narrower interests of the different they were Able to agree on several general declarations to be used in the upcoming formal Cam and some specific demands for dec such problems of coordination will be magnified for the weaker a recently published opinion poll conducted by the dec commis Sion last fall placed the socialists first with 39 per cent of the european parliament the Christian democrats next with 22 per and the conservatives and liberals close to Gether with approximately 10 per the communist and allies were at per cent and the european progressive democrats were the lowest at per socialists strongest with Over on third of the the socialists would be the Only euro party to Send representatives from All nine member based on the poll they would have the strongest party in six of the nine while the social democrats would Lead in and the european progressive democrats in voter interest in the direct elections is West German support is still lowest with Only about 30 per cent of voters indicating will turn in the United kingdom where voters have just completed referendums in Scotland and Wales and expect an imminent general voter interest is at about 45 per interest in Belgium and Luxembourg is also but indications Are that turnout in the remaining five countries will be in the 50 to 70 per cent whatever the the next step after direct elections will be attempts by Many Good europeans to enlarge the scope and Powers of the european so far it exercises mainly advisory and supervisory Powers As it cannot initiate in the future it May claim that its election by All europeans is sufficient justification for a major change in dec old optimism some of the old optimism Over european Unity is what is can Ada doing about it very the recent visit of Otto count lambs economics minister of the fed eral Republic of was an abysmal failure Canadian Cabinet ministers were simply unprepared for the at the general level it has also been a Long time since the Canadian government expounded the merits of the contractual link that was supposed to bring closer links Between Canada and direct elections to the european parliament May be a major step in the course of european the process is of special interest to countries such As Canada that Are concerned about closer economic links with the the nine still constitute Canadas second Lar Gest trading Robert Jackson is professor of political science at Carleton universe sheets clothing Israel could do Well by renaming the West Bank to Chi Minh then the world press would drop without question the name occupied or East West or South As they thanks my husband and i would like to say thank you for the very Fine and rare memento of the solar eclipse of february which the free press so kindly and thoughtfully sent to its we have subscribed to your paper for Over 40 years and consider this gesture of the free press very Bendall Winnipeg the experience of witnessing one of natures rare the total solar eclipse was shared by six members of a special studies group from the University of Alabama in not Only far but to a much colder for this major astronomical event required much outstanding in the groups experience was the assistance and genuine hospitality warmly offered by the people of Manitoba to those trav Elling to Canada for the solar the cooperation offered to the eclipse watchers was present from our arrival in Winnipeg on Manitoba teachers society is complaining bitterly that the provincial government has reneged on its election promises in providing funds for education the wonder How much longer we will be Able to carry the Ever increasing tax Burden for its president Valentine blames the increase in the Cost of education on we might for differ ent most taxpayers will agree that the main increase in the Cost of education Over the last ten years has gone to pay for the annual wage and salary increases in the school this is the reason and the Cost of How much longer can we subsidize salary increases that Are the real cause of inflation it is not that teachers Are poorly no one can say that they but what can they say or do to justify an annual wage increase and that goes for All Union Clayton Happy 84th
