when there is an easy and sensible Way of avoiding this Cost this is a question that Many City residents Are asking it is a question to which the City Council and the provincial legislature should gite serious thought once this election is it May Cost up to to select the new which is hard to take in a year in which taxes have gone services have been reduced and use fees have been increased for several Cit supplied services and the taxpayers humor can hardly be improved by the carnival atmosphere of an election in which 12 candidates Are several of whom cannot seriously expect to gain More than a handful of the estimate by City officials is based on the need for 700 Deputy returning officers and 700 clerks at the which produces a wage Bill of on the Cost of printing about ballots which must be longer than usual because of the number of on the fees for Hall rentals and on the need for some additional staff for organization of the election and in the City who is the chief returning and his office must be diverted from Normal duties to election one Cost that has not been incurred is which itself Cost about in the last the list that will be used is of the Winni Eggers who were eligible to vote in the 1977 civic but it is hard to believe that this election should be taking place when there is an acceptable alternative that would Cost the Nocost alternative would have been to allow Deputy mayor Bill who has been acting mayor since the May 10 tragic death of mayor Bob to keep doing the Job until the end of Steens term in Norrie has shown himself to be a capable and sense when Only one Ward is As in the concurrent tache Ward election for the Council seat now vacated by Bob it makes much less sense when the required election involves the whole which is the Case if the mayor must be Section 96 2 of the act gives the Council the right to decide not to fill a vacancy if it occurs in the year in which the term in other if the current mayoral vacancy had occurred after november 1 of this the Council could have asked Norrie to hold the fort until the 1980 a decision that would have saved Winnipeg taxpayers the lesson from All this is that the City of Winnipeg act should be changed As soon As possible to give the Council the right to decide to not fill a mayoral vacancy at any not just in the last year of the mayors this would not change the requirement for
