phantom Midnight dumpers who leave garbage scattered plagued both by commercial opera tors and individuals illegally dumping waste some municipal coun cil officials Are considering asking for tougher provincial environment control the complaints vary City residents dumping waste in nuisance grounds designated for municipal use Only per sons dumping garbage along Road ways commercial operators
