attractive to potential users if the equipment is modern and if there is enough of it on the streets to make sure that travellers do not have inordinately Long Waits or journeys in which they Are packed As tightly As these kinds of policies cannot be developed alone by the municipalities that have primary responsibility for Urban transit municipal councils can raise funds for their transit systems Only through bus fares and their limited taxing this Means that any realistic policy that Aims at using Urban transit As a component of a National strategy to conserve Energy and use it More wisely must draw on the Powers of the provincial and Federal so All three Levels of government must be prepared to work closely together to share the problems and potential benefits of Urban transit the key level is the Federal because of its ability to adjust fuel taxation policy and thus and because of its ability to divert some of its huge into capital Grants to Urban transit Federal governments can also help in other imaginative the budget brought Down by finance minister John Crosbie and Defeated in the House of commons last week shortchanged Urban Crosbie proposed to use his Powers to increase the Price of fuel to All canadians by raising the excise tax per gallon from seven to 25 As a disincentive to unneeded travel by private car this was a logical Why did he not
