Rare disease torments children find drugs in clinic s trash bin by John Sullivan the discovery by school children of two boxes of controlled drugs in a garbage Container outside a Transcona medical clinic has triggered an investigation by police and the Manitoba College of physicians and surgeons. A police spokesman said authorities believe All of the drugs were recovered three to four hours after they were discarded saturday afternoon in a bin outside the Transcona medical group 701 Regent Avenue West. The drugs All physicians samples in vials and on blotters were of All kinds a whole slew of things including controlled said or. E. J. Pilat who was on weekend duty at the clinic and notified police of the discovery. Among the samples were painkillers containing codeine High mood pressure pills and diet pills he said. St. Boniface and Concordia hospitals were notified in Case anyone was admitted with a drug reaction. The police spokesman said it s unlikely charges will be Laid against a doctor suspected of having placed the drugs in the bin because the Federal narcotic control act and food and drug act Only require strict disposal procedures for restricted drugs. If anyone had ingested any of the drugs with serious consequences if a child had died or something there might be a charge of criminal neg i he said. Ramp service cuts threatened Ottawa up solicitor general Robert Kaplan said yesterday he is ready to reduce ramp services in Manitoba As Well As in Newfoundland new Brunswick and Saskatchewan unless the four provinces agree that contracts for ramp services be Retro Active to april 1. However he emphasized at a news conference that municipalities with ramp policing contracts would nut be affected by any reduction in ser vice and offered concessions aimed at making a new contract More attractive to the provinces and municipalities. Manitoba attorney general Gerry Mercier said he has not heard of a plan s plan and has not received any information about a reduction in ser vices from the ramp. It s All Mercier said this morning. This is a ridiculous Way to negotiate Date for a new contract through the Kaplan offered a one year Extension of Cost sharing arrangements to about 120 municipalities with populations under about 184 municipalities use ramp services and would have faced Sharp Cost increases in their share of pay ments. Kaplan said he is ready to implement his proposed Cost sharing plan with the smaller municipalities gradually. He also said he is ready to recommend to Cabinet that a 10-year, rather than five year agreement be signed if the provinces agree to his proposals. The Federal proposal is that its share of ramp provincial policing costs be reduced to 20 per cent from the 44 per cent Ottawa was paying when the last contract expired March 31. Mercier said he told Kaplan he expects ramp services to be provided according to the existing Cost sharing scheme. As Well the attorney general wants the new contract to be retroactive to april 1. Kaplan said the proposal would save Federal taxpayers million a year but municipalities which would pay up to 91 per cent of costs under his plan and provinces would still be getting a Good Deal.
