By Tom Goldstein Winnipeg free press Brandon cars pickup trucks and four wheel drives line the shoulder of a strip of Road just a few minutes Southeast of downtown. Groups of men walk along the Side of the Road talking sports and making Idle conversation. A pair sit in a truck Reading a newspaper. A Man and a Little girl play catch. The scene could be a Day in a Park. In fact it does take place in a Park an Industrial Park. Although they Seldom Wear signs to distinguish themselves the men walk ing beside the Road Are members of the United steelworkers of America local 7913. They Are on strike against Beh Len Wickes co. Ltd., a manufacturer of prefabricated steel products such As Grain bins and Sheds. Inside a trailer across the Street players float in and out of an ongoing cabbage game. After almost 11 weeks on the line things have settled into a routine. We figured the strike would last anywhere from three to six Judy Latcham says. You know this company they won t give in the workers went on strike Jan. 22 to protest wage cuts implemented by management a few Days before and to demands for a new contract to replace one which expired oct. 31. According to a company advertise ment tb2 pay cuts implemented Jan. A averaged eight cents an hour. The Union says the average reduction is 40 cents. Market declines one Guy gets Cut 95 cents another 62 cents another 45 cents and some got says Latcham a machinist with the company for years. The workers say the wage cutbacks were due to several factors including a decline in the Market for Behlen Wickes products and the end of a 10-year moratorium on City property taxes. Management has refused to discuss the dispute with the Media. Wages which ranged from to an hour under the old contract Are not the major problem. Behlen Wickes management has said it would rescind the wage cuts and the Union is ready to accept the company s 20.6 per cent offer to be implemented in four stages during a two year con tract. But the Union wants a Cost of living clause and a guarantee of 25 cents an hour if the consumer Price Index rises by More than 7.5 per cent in the first year of the contract. But the company has rejected any cola clause. Workers also Are unhappy with management s plans to reclassify them every month. The actual change in jobs is one thing but the accompanying wage shifts if they Are another. You can t budget on Latcham says. You Don t know what you re going to be earning from one month to the a week pickets earn a minimum of a week depending on the number of hours they spend on the line and the amount of donations the Union receives. Nobody s starving everybody s get Ting says Trevor Nordquist. None of our members has gone to work at about half of the original 63 strikers Howe left the line and found new jobs. Most he says will probably not return when the strike is Over. I think it s surprising just How Little air cadets get 12 new scholarships transport Canada will sponsor 12 new scholarships for air cadets this year covering flight instruction and for the first time air traffic control. Andre Dumas president of the air Cadet league of Canada said in an interview that it is Only fitting trans port Canada provide the scholarships because one of its roles is to Foster the growth of Canadian aviation. I feel transport has missed the boat by not getting into sponsorship earlier. I have Many sex cadets working for me and find them highly motivated and he said. Dumas administrator of the Quebec Region of transport Canada said inclusion of air traffic control As a Cadet course is a natural. We found that most cadets when taken to a major Airport Are fascinated with the air traffic control Tower and operations he said air traffic control instruction will begin in Quebec this year and there is a possibility it will also be offered in the Prairie Region. Dumas said 300 powered flight scholarships will be awarded this year in addition to another 300 to Young glider pilots. The air Cadet program is for youths Between the Ages of 13 and 19. You can get by Latcham says baking bread and making Home made she says the strike has brought workers closer together. Nobody wants the says Nordquist a machine operator for four years. We re out now and there s no Way we re going on our hands and the strike by the 10-year-old local is the first in the company s 11-year his tory. The strike has die support of the Manitoba federation of labor the Brandon and District labor Council both of which have asked their Affili ates to Boycott Behlen Wickes goods the National Farmers Union. Workers blame the dispute on the hard line stance adopted by Ken Kad ing who has managed the company for about a year. Kading has refused to talk to the news Media since the strike began other than to elaborate on an and the company placed in the Brandon Sun March 9 to Correct alleged inaccuracies in news reports regarding the workers wages. No we Don t have any comments at he said during a break in Concilia Tion talks. The talks which ended yesterday without Success were the first negotiations to be held since the strike began aside from an unsuccessful session feb. -25. The Union asked for the ser vices of a provincial conciliation offi cer who must be appointed by the minister of labor on request by either of the parties involved in a dispute. Conciliation the Union claims conciliation was necessary because of the company s Adamant refusal to realistically bar gain at the table and As a result of the company s attempt to Scab the about six people began working at the strike bound Plant March 23, after responding to a company want and. They joined non unionized supervisory and clerical staff on the production line. Pickets say More than a dozen people decided against applying for jobs once they Learned of the labor dispute. The arrival of the new workers aroused the anger of the pickets who vowed to use every Means possible to prevent them from crossing the picket lines. However the threat of possible Vio Lence on the line was averted monday when the company won an uncontested injunction preventing the Union and the local labor Council from denying anyone Access to the company s prop erty.
