Yesterday israeli anti aircraft gunners had to shoot Down a helium filled balloon carrying palestinian guerrillas Over the Hea Vily guarded israeli lebanese Border for an attack on Israel today the israeli military command said. An unspecified number of guerrillas were killed when the balloon fell several Hundred metres to the ground a military spokesman said. Guns opened fire the balloon drifted into the Border area of the upper Galilee Panhandle just before Dawn and was spotted by an army patrol the spokesman said. Anti aircraft guns opened fire and the balloon crashed near manara a Frontier Kibbutz or collective farm the israelis said. A communique said bodies weapons and ammunition were found in the wreckage. It made no mention of survivors. In another incident in far Yassif tension was High in the Christian Village after two people were killed by a moslem mob that rampaged through the town seeking vengeance for the killing of a youth at a soccer match. In Beirut the palestinian liberation front a Small guerrilla group in the Radical Wing of Yasser Arafat s Palestine liberation organization claimed responsibility for the balloon infiltration attempt. It was the second palestinian attempt in nine months to Cross the Border by balloon world and the second try in five weeks to infiltrate by unconventional Aerial Means. The wreckage of a helium balloon was found in Southern Lebanon last july and investigators concluded the guerrillas were resorting to this unusual tactic to try to get past in peacekeeping forces in Southern Lebanon and israeli Border defences. City supporter of overpass wants redress by Andy Blicq a Winnipeg lawyer claims the City exceeded its authority when it decided not to build the controversial Sherbrook Mcgregor overpass. In a letter to mayor Bill Norrie and Council lawyer j. Grant Webster says a proponent of the overpass intends to seek redress through the courts Over the matter. The letter says Ai Christie who spearheaded a move ment to have the overpass Over the up rail marshalling Yards in North Winnipeg built intends to seek an order declaring that Council acted beyond its Powers and such other Relief As May be deemed appropriate in the Circum the proposed overpass was included in City development plans and adopted by Council some years ago says the letter. The City went beyond its authority in deciding not to proceed with the project the letter contends. Norrie is out of the City on business but coun. Abe Yanofsky who also received a copy of the letter said last night the City s Legal department will be consulted for an opinion on the matter. The letter raises what appears to be some valid con he said. In an interview last night Christie said he will wait to see How the City reacts to the letter before he taking court action.
