Since then there has been repeated conflict Between the wildlife group and the Pas and District farm ers association which wants to use portions the Sas Keram for agricultural purposes. Enns said he Felt much the Contro Versey came from a misconception ducks unlimited ? role. They Are authorized to manage a specific wildlife area but not the whole Enns said. He suggested the province delay appointing the Marsh manager and the committee until the courts decide the Issue. Constant said that Sas Keram is part the area the band Hopes to receive As compensation. Enns said he did not fee the court decision should delay the reorganization the Sas Keram administration. By Manfred Jager Oscar Beaudry is an angry Man. The St. Boniface railway employee has lived close by the Seine River since 1972 and every year there is More garbage we River Banks than the year before. He has Beer in touch with City at least a dozen times directly and at Community meetings when the City people were there to get this mess cleaned up. But nothing is being the mess consists everything from discarded automobile tires Oil Drums scrap Metal Large and Small card Board and plastic sheets and containers to pieces broken Snow Fence Beer cans and bottles. Beaudry who lives at 470 Provencher blvd., chairs the building maintenance committee Saint Louis Centre a Community club St. Louis Parish runs at 445 Tissot Avenue. We re spending about this year improving the parking lot around Here and making everything As pleas ant As Beaudry said yester Day. The City just will not help us by doing a bit too. Parks Board had plans making a Little Park out some land the opposite Side the Seine River and perhaps building a foot Bridge. We might have put in a Little Grotto for catholics and protestants wanting to use this place. With this mess staring us in the face and no Relief in sight there s just no bad for Winnipeg riverbanks Are an eyesore through out Winnipeg Beaudry said. We can t seem to get the politicians to agree that this kind mess is bad for Winnipeg As a whole even the red and the Assiniboine Rivers where the boats go by and tourists get to see Beaudry said he has never been Given any Clear Cut reason for govern ment inaction in getting litter removed from riverbanks and in the Case the Seine from the shallow River water itself. What it seems to come Down to though is Money. You be got to pay for everything and the City just does t want to spend the Money to look after this the City has so far Only dealt with the possibility pollution being caused by the parking lot construction Saint Louis Centre Beaudry said. Nobody at City Hall pays any Atten Tion to coun. John Angus is chairman City Council s Rivers and streams com Mittee and he agrees something needs to be done. Make work project it could be a Good make work he said yesterday. Maybe one could get a few Blitz teams to work something like this. It s probably an idea Worth Angus emphasized that his commit tee s mandate deals More with the danger construction rather than lit Ter riverbanks. Nevertheless litter along the Banks should concern the City he said. We ought to find out what it would Cost to clean up riverbanks and then get the province to match what we put in by using tourist promotion Money to make our Rivers aesthetically More pleasing than they Are Angus said. There is enough anti litter legislation now to handle infractions As Long As the culprits can be caught the Council Lor said. But How do you legislate something people should have enough sense to refrain from doing in the first place. How far should big brother govern ment Garth Simonson City Engineer for Rivers and streams admits very Little has been done in recent years to improve the cleanliness riverbanks in the City there just has t been the Little has been done this year apart from a report which recommended City health inspectors report cases River Bank littering private police initiate prosecution in connection with Industrial littering. That s As far As it has Young people s organizations and Church groups have occasionally launched Riverbank cleanups but usually for Beer cans and bottles and never for items such As old bathtubs and discarded television sets. We ought to be ashamed our selves As a City for not doing something about this said Beaudy yesterday.
