Bug policy illogical Allmand says mounties allowed to Bug suspects but not permitted to tap telephones Ottawa up Warren All Mand testified last night that As solicitor general in the Early 1970s, he found ramp policy on electronic surveillance illogical and by the policy was that mounties were allowed to Bug suspects in criminal investigations but were not allowed to tap their telephones. Allmand testifying before a Royal commission into ramp wrongdoing said he found this surprising because bugging a residence or office was More extensive an intrusion than tapping a Telephone. He said however that the mount ies were consistent in reiterating this nation policy not Only to him but to com Mons committees. They had told him they did not allow detectives to use Telephone taps because their legality was questionable in a couple of provinces. Documents made Public by the commission wednesday when senior mounties were questioned showed that mounties in the Field Felt there was an abyss Between policy and practice on wiretaps. In a Brief to senior officers in 1972, mounties in the Field urged that policy be brought into line with prac Tice. They said Telephone taps were used extensively either directly by the mounties or indirectly by asking other police or Telephone companies to install them. The Brief was put together As senior officers were lobbying for More police Powers under a privacy Bill then before parliament. Allmand said he was t told in 1973 that the mounties were lobbying provincial attorneys general sup port for the police Case. Commission counsel Brian Crane read him a 1973 memo written by Maurice Nadon who later became ramp commissioner in which Nadon said Allmand supported the Bill despite police objections. Nadon said that Robin Bourne one of All Mand s main advisers on police matters Felt the Bill would be shelved. But Bourne would try to convince Allmand to change it. Meanwhile the mounties would lobby for provincial support hoping to Sway Allmand. Allmand said he had t known any of this. But he said the mounties were so set against the Protection of privacy act passed in 1974, that he finally allowed them to present their views in a Brief to the commons Justice committee. He said he would have rejected any move by the mounties to allow Telephone taps in criminal investigations. Maceachen said he has looked seriously at using the federally funded program of equalization payments to the poorer provinces to ease the Gap but has concluded that would have Only a limited Maceachen appearing As the first witness before a Spe Cial parliamentary committee on Federal provincial fiscal arrangements then noted that some economists have suggested a sharing or pooling among provincial governments themselves of a portion of their natural re source one of the main proponents of such a program is the government of Ontario which has raised the idea As Ottawa and the provinces prepare to renegotiate agreements covering billions of dollars in Federal transfers of Cash and taxing authority to the provinces. The agreements which expire March were Worth about billion in the fiscal year just ended with billion in unconditional equalization payments and another billion in contributions for programs such As medicare and Post secondary education. Maceachen said the main concern for Ottawa in renege mating the agreements is to restore a More satisfactory political and fiscal balance Between the two Levels of government. Maceachen said the most urgent priority therefore is for Ottawa to strengthen its position by slowing Down the growth of spending.
