However the to. Attorney general Gerry Mercier will not be made Public for two to three weeks until copies have been prepared by the Queen s Printer Mike Allan Mercier s executive assistant said yesterday. Mercier asked the commission in May 1980, to investigate the possibility of conflict of interest legislation and guidelines for municipal governments. At the time the minister said the commission would investigate propos als from the City of Winnipeg for legislation similar to that in Ontario As Well As measures adopted in other jurisdictions. Mercier s request followed free press stories which revealed Winnipeg Conn. Jim Ernst had voted in favor of applications involving a sign company in which he had a financial interest. They also revealed coun. Jim Moore who had his own marketing firm had agreed to sell ads for the Winnipeg Arena clock. Mercier could not be reached for comment yesterday. He said measures such As Hay lifting feed analysis and dugout filling among others which were carried out during last year s drought May have to be repeated if the need arises. The province has experienced severe soil Drifting since april 6. Between Jan. 2 and april 22, precipitation in Brandon and Portage la Prai Rie was one third of Normal Gimli and Dauphin we re 40 per cent of Normal and Winnipeg received about half the nor Mal amount. Downey said soil moisture conditions on perennial Hay stands and pasture represent the current most critical he said significant rainfall in the next three to four weeks is needed to produce a Normal first Cut and Good pasture. Move with caution on Alcan Walding nip Hydro critic Jim Walding cautioned the government against paying any Price to secure a proposed alumni num company of Canada Alcan smelter for the province. Walding said the govern ment was desperately trying to lure investment to the province and won dered whether Selling part of a Manitoba Hydro Plant to Alcan was appropriate. The government is desperate because its policies Are not working Wald ing said during budget debate in the legislature yesterday. But he cautioned against a mentality which would turn the Alcan Deal into another Churchill forestry Indus tries scandal. Under the proposed Deal Alcan would acquire minority ownership of a hydroelectric generating station As Well As water rights for 35 years and a 15-year renewal option. The company also would receive sub Stantial tax advantages by becoming part owner of the generating station which can be declared an asset and subject to depreciation allowances. The government claims the arrange ment is Good for Manitoba because Alcan s investment will help reduce the province s Cost of constructing a Plant and keep Power rates Low. Walding challenged the govern ment s claim yesterday saying Mani Toba was proposing to build a kilowatt Generator while Alcan Only needs kilowatts of Power. The province will still have to borrow about billion and pay about million in interest to Complete its share of the project. Walding also questioned the govern ment s intention to carry on with the proposed Western Power Grid. Does it make much sense to use a generating station to ship Power West at a break even he said adding he thought Manitoba would make Little if any Money on the Deal. Deputy Premier Don Craik said thursday that Manitoba and Alberta Are near agreement on the proposed project but Saskatchewan required More time to study the proposal. If completed the Grid would require construction of a billion Power line spanning three Prairie provinces As Well As immediate Start up of the billion Limestone generating Plant.
