Zahl 48 Kilometres East of Beirut is surrounded by syrian troops who arrived in november 1976, to police a truce in a civil War that matched christians against an Alliance of leftist moslem and leftist guerrillas. An official announcement said the Zahl agreement provides for lebanese Security lightly armed gendarme and police units to take control of International highways into Zahl and the City itself starting today. Private militiamen will be banned from appearing in the City. The agreement apparently allows rightists to remain in Zahl As Long As they do not Bear arms while the syrians can keep their positions outside the strategically located City.
